About this file

This is a Request for Information (RFI) issued by the Commonwealth of Kentucky's Auditor of Public Accounts (APA) on behalf of the Department of Juvenile Justice seeking qualified firms to conduct a comprehensive performance audit of Kentucky's eight regional pre-adjudication juvenile detention facilities. The RFI, issued May 22, 2023, with a response deadline of July 14, 2023 at 3:00 PM, requests vendor input on audit scope, methodology, timeline, and cost estimates to inform the development of a subsequent Personal Services Contract. The engagement requires a full performance review of pre-adjudication facilities and programs for the period January 1, 2016 through December 31, 2022, encompassing interviews with staff and law enforcement, review of policies and procedures, analysis of incident reports and complaints, evaluation of mental health services, and assessment of staffing levels and training. The facilities are located in Adair, Boyd, Breathitt, Campbell, Fayette, Jefferson, McCracken, and Warren counties.

Senate Bill 162 directs the APA to procure these professional services through noncompetitive negotiation with an entity possessing experience in reviewing state juvenile detention agencies. Respondents should provide detailed information regarding firm competencies, proposed assessment methodologies, applicable standards and practices, technological capabilities for data management and protection, and cost breakdowns by category and rate. Responses must include a transmittal letter, organized response addressing all RFI questions, firm information, and a proposed timeline to complete the assessment with integrity. An initial preliminary report must be submitted to the Legislative Oversight and Investigations Committee by October 15, 2023. Written questions are due July 1, 2023, with APA responses provided by July 1, 2023. The contracted entity will be granted APA authority under KRS 43.080 and KRS 43.090, including access to agency records and witness testimony authority.
