About this file

This is a Request for Bids (RFB) issued by the Commonwealth of Kentucky, Division of Abandoned Mine Lands, for construction services in Hopkins County. The project encompasses exploration drilling to verify the #11 seam coal mine and assess subsidence damage, including drilling six-inch plus diameter holes cased with PVC pipe to the coal seam, utilizing downhole cameras to document mine conditions, and implementing methane monitoring protocols. Work scope includes excavation and remediation of two subsidence areas on the Willie Thompson property—one measuring approximately 40 feet by 45 feet and five feet deep, and another in an adjacent ditch line—filled with Class II riprap and compacted; closure of two mine portal openings on the southeast side of South Highland Avenue using wildlife-accessible closures measuring approximately four feet across and two feet high. Portal closure work is restricted to outside the April 1–May 31 and August 1–November 14 windows. The solicitation closes July 21, 2026, at 9:30 a.m. Central Time. A mandatory site visit meeting is scheduled for June 30, 2026, at 10:00 a.m. Central Time at 410 South Highland Avenue, Earlington, Kentucky, with Bob Scott from the Division of Abandoned Mine Lands. Public bid reading will occur on the bid opening date at 11:00 a.m. Eastern Time via conference call.

Bids must be submitted electronically through the Commonwealth's eProcurement system only; postal and hand-delivered submissions are not accepted. Bidders must register in the Vendor Self Service (VSS) system at https://vss.ky.gov prior to submission, allowing 24–48 hours for registration completion. The Official Bid Document and any required Bid Bond must be combined as a single PDF attachment. Bidders should enter $0.00 for the contract amount in the e-procurement system, with the actual contract amount entered on the Official Bid Document. Plans and specifications are available at https://www.stateofkyplanroom.com at no charge. Procurement questions should be directed to Susan Ward, Division of Contract Administration, at 502-226-0335 or Susan.Ward@ky.gov. Project contact is Bob Scott at 502-803-8745 or bob.scott@ky.gov. The work will consist of exploration drilling to verify the # 11 seam coal mine and location of rooms and pillars. During the exploration drilling phase, AML employees will utilize a downhole camera to verify current conditions in the mine and to determine the extents of the rock and shale fracturing from the mine subsidence. Once the exploration phase is complete, AML staff will make any necessary adjustments to the proposed hole locations for grouting the coal seam. Six-inch plus diameter holes will be drilled to the #11 coal seam in the specified order. The hole will be cased through the soil horizon into solid competent rock with 6-inch diameter PVC pipe. A box utility trailer with sufficient volume capacity, Non-Woven, Polyethylene Geotextile Sediment Filter Bags or an equivalent system shall be used to capture all cuttings from all drill holes to minimize sediment deposits in the yards. Approximately 400 gallons of water will be required to flush each hole. Methane monitoring is the responsibility of the contractor, and if methane is encountered, the contractor must immediately implement a plan to secure the area. This may require the contractor to cap the hole or insert 3-inch diameter PVC casing to a minimum of 10 ft above the ground or as designated by the engineer. A subsidence hole measuring approximately 40ft x 45ft across and approximately 5 feet deep is on property owned by Willie Thompson. This subsidence will be excavated to solid and filled with Class II riprap and will be covered using filter fabric and then covered with material removed from the subsidence area. This material will be compacted prior to placing roadway stone back over the driveway.

Another collapse was seen in the ditch line to the southeast of the Willie Thompson residence. This collapse will be excavated out and filled with riprap as well. If mine workings are found in the excavation of this area a combination of rock and grout will be used to seal up the area to keep water from entering the mine works. Two potential mine openings on the southeast side of S. Highland Avenue will be closed using wildlife accessible closures as depicted in the AML Standard details and specifications. These openings at the surface are approximately 4 feet across and 2 feet high. They appear to be partially collapsed, and it is difficult to determine how far back the openings go at this time. PORTALS SHALL BE CLOSED OUTSIDE OF THE WINDOWS of APRIL 1st through MAY 31st and AUGUST 1st through NOVEMBER 14th
