About this file
This is a Solicitation Modification document issued by the Commonwealth of Kentucky, specifically the Division of Waste Management (DWM), for private underground utility locating services statewide. The solicitation requests horizontal location of private underground utilities at sites throughout Kentucky using methods including electromagnetic (EM) and real-time ground penetrating radar (GPR) to detect utilities and anomalies. Services must be available on a statewide basis, including remote areas, with drilling potentially extending up to 30 feet below ground surface. The contractor must mark all findings according to APWA standards, provide photos and GPR data upon request, and use environmentally safe paint and flags for identification. Two line items are included: Locator Services at a regular hourly rate and Extended Service Tech Mobilization for sites outside the vendor's service area, both at 60.00 per hour. The solicitation closes on September 10, 2025, at 1:30 PM, and this modification (Version #2) was issued on September 2, 2025, to address vendor questions. Contact for inquiries is Debbie Mathews at 502-564-8649.
Bidders must submit completed bid information demonstrating best price and years of experience with the submission. DWM will contact 811 prior to requesting service and will either provide a map or image of the site or meet on-site to confirm the area and assist with access. The solicitation incorporates all terms and conditions outlined in Attachment A and any subsequent addenda; vendors affirming the bid acknowledge they have read and understood these requirements. Failure to comply with the solicitation provisions may result in vendor ineligibility from further participation. Online bidding is prohibited, and bids should be submitted to the Bid Receiving Location; all correspondence and billing should be directed to Division of Waste Management, 300 Sower Boulevard, 2nd Floor, Frankfort, Kentucky 40601.
