About this file

This is a Request for Bid (RFB) issued by the Kentucky Department of Fish and Wildlife Resources (KDFWR) for bulk propane services. The solicitation seeks vendors to establish a Master Agreement for delivering and off-loading propane to six 500-gallon tanks located at KDFWR headquarters in Frankfort, Kentucky. The vendor will be responsible for bi-weekly deliveries from October 1st through May 1st during business hours, with provisions for emergency deliveries within one hour of contact. The initial contract period is one year from the date of award, with four optional one-year renewal periods available and an additional 90-day extension period possible with mutual written approval. Written questions must be submitted by January 29, 2025, with KDFWR responses due February 3, 2025. The bid closing date and time is February 11, 2025, at 12:00 PM Eastern Time.

Pricing is based on the Mont Belvieu Spot Price for propane plus a Fixed Fee Adder (FFA) markup for delivery and off-loading services, with the spot price adjusted monthly based on the previous month's closing price. The evaluation uses a Best Value approach with 75 points awarded for the lowest FFA markup and 25 points for delivery time, prioritizing speed of response. Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Correctional Industries receive additional preference points. The vendor must provide proof of Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, with KDFWR named as additional insured. All propane must meet commercial specifications per Gas Processors Association standards, and the vendor is responsible for all delivery, equipment maintenance, tank setup, and safety compliance. Prices must remain firm for the first 12 months, with any increases thereafter subject to KDFWR approval based on industry-wide price changes.

Electronic Bid submittal is the vendor’s agreement to be bound by the terms of all addenda issued.

Section 11 Agencies to be Served This contract shall be for use by the following agency of the Commonwealth of Kentucky:

Kentucky Department of Fish and Wildlife Resources

Section 12 Solicitation Submission Requirements Paper Bids are NOT acceptable for this RFB and shall be considered non-responsive.

Section 13 Method of Award Best Value – Ranking Approach The KDFWR intends to award a contract to the vendor, whose offer, conforming to the solicitation, is the most advantageous on the basis of "best value" for all products, services, and requirements contained herein.

An evaluation committee, or a designated individual, will evaluate the information provided by the vendor in response to the established measurable criteria contained in the solicitation.

Measurable Criteria:

Price – FFA Markup 75 Points

Delivery 25 Points TOTAL POINTS 100 Points

Each vendor is responsible for submitting all relevant, factual and correct information with their offer to enable the evaluator(s) to afford each vendor the maximum score based on the available data submitted by the Vendor.

A bidder shall submit one (1) response to a solicitation and shall not propose more than one (1) model/brand for each item listed in the solicitation, except for requested tier pricing. Multiple or alternate bids offering more than one (1) bid price in total or by line item shall be rejected.

Vendors responding with the minimum Best Value requirements in this solicitation shall not be credited with Best Value points. Vendors responding with greater than the minimum requirements shall receive Best Value points. Failure to provide adequate information will impact the evaluated points awarded to the vendor.

A. PRICE – FFA Markup (75 points)

The bidder with the lowest Fixed Fee Adder Markup (FFAMU) receives the maximum score.

The bidder with the next lowest FFAMU receives points by dividing the lowest Price by the next lowest price and multiplying that percentage by the available points. For example, assume bidder A has the lowest FFAMU with $1.00 then bidder receives 75 points. (1/1 = 1 x 75 = 75). Assume $2.00 is the next lowest FFAMU then that bidder receives 37.5 points (1/2 = 0.5 x 75 = 37.5).

B. DELIVERY (25 points) The bidder shall clearly state the delivery time for this procurement, after receipt of order (ARO). Delivery time must be specific and such phrases as, “as required”, “as soon as possible”, or “prompt” have no meaning and may result in a non-responsive bid.

Document Phase Document Description Page 9

The vendor agrees that when delivery is not made within the contracted due date, one percent (1%) per day shall be deducted from the vendor’s invoice for each day the vendor fails to meet the contracted delivery date.
