About this file
This is a Request for Bid (RFB) issued by the Commonwealth of Kentucky Department of Fish and Wildlife Resources in partnership with Ducks Unlimited for construction services. The project involves constructing a new pump station at the northern end of Ballard Wildlife Management Area to provide a critical water source for managed wetlands. The pump station will draw water from the Ohio River and deliver it to Shelby Lake at an estimated rate of 30,000 gallons per minute. The scope includes an intake structure on the Ohio River, piping to a cast-in-place concrete pump station, distribution piping to the outlet in Shelby Lake, installation of three submersible pumps, an electrical/controls tower, road building, stream crossing culvert construction, and new power line installation. A mandatory site visit is scheduled for April 25, 2024, at 1:00 p.m. Eastern Time at the Ballard Wildlife Management Area. Bids are due by May 15, 2024, at 12:00 p.m. No contract term or renewal options are specified in this solicitation document.
The solicitation requires electronic bid submission through the Commonwealth's eProcurement system with all required forms executed by an authorized agent. Bidders must register in the Vendor Self Service (VSS) system prior to submission and upload bid documents as a single combined PDF file. The bid amount must be entered in the Contract Amount field of the Solicitation Response, and failure to do so or providing differing amounts will render the bid non-responsive. Plans and specifications are available at no charge through the state plan room at https://www.stateofkyplanroom.com. Technical questions should be directed to the project consultant Thomas Pluemer at Ducks Unlimited (tpluemer@ducks.org) or Project Manager Nick Ray (nick.ray@ky.gov), while procurement questions should be directed to Purchasing Agent Amanda Lewis (Amanda.lewis@ky.gov). The document does not specify pricing terms, set-asides, or funding sources.
