About this file

This is Addendum No. 2 to Invitation to Bid No. FW-006-24 issued by the Kentucky Department of Fish and Wildlife Resources for the Ballard Big River Pump Station project in Ballard, Kentucky, dated May 20, 2024. The addendum addresses thirteen items clarifying specifications, material substitutions, and design modifications for the pump station construction project. Key changes include: acceptance of 72-inch RCP pressure pipe as a substitute for domestically-produced 72-inch DIP; a foundation system change from rammed aggregate piers to H-piles for the pump station, electrical tower, and culvert over Gar Creek; removal of smoke mode interface requirements and epoxy-coated rebar requirements as carryover errors from previous projects; clarification that VFD testing via test reports without actual load testing is acceptable; provision of 6,000 psi concrete mix design post-bidding for pump station and electrical tower base structures; and confirmation that Xylem can provide Flygt pumps meeting Buy American Requirements, though an exemption will be requested for Waterman sluice gates. The addendum indicates that an Intent to Award letter will be issued within 30 days of bid opening.

Additional clarifications address technical specifications including maximum operating pressure of 85 psi for 42-inch ductile iron pipe (requiring 130 psi testing pressure), acceptance of ASTM C-595 Type IL cement lining as an alternative to Type 5 in ductile iron pipe, removal of the SCADA/telemetry system requirement, and approval of a 42-inch by 2-inch tapping saddle in place of an unprotected 2-inch blow-off valve. Bidders are instructed to refer to Lynn Imaging for all additional specification and drawing changes and are advised that deep boring at the culvert, pump station, and electrical tower vicinity is recommended to confirm bedrock elevation for H-pile length determination.

COMMONWEALTH OF KENTUCKY

KENTUCKY DEPARTMENT OF FISH AND WILDLIFE RESOURCES

INVITATION TO BID NO: FW-006-24

FOR: Ballard Big River Pump Station Ballard, Kentucky

DATE: May 20, 2024

RFB 660 2400000596

ADDENDUM NO. 2

BIDDER SHALL CONFORM TO THE FOLLOWING CHANGES AS SAME SHALL BECOME BINDING

UPON THE CONTRACT TO BE ISSUED IN RESPONSE TO THIS INVITATION TO BID.

Item 1: Refer to addendum to be distributed by Lynn Imaging for all additions, deletions, and/or changes to specifications and/or drawings.

Item 2: Updated Bid Documents attached

Item 3: Questions and Responses below:

1. Our DIP supplier is claiming 72” DIP isn’t produced domestically. Does DU know of a possible source for

72” domestic DIP or will non-domestic be acceptable?

Talking with pipe manufacturers, it does appear that getting domestically made 72” DIP will be near impossible. So, for the sake of bidding, 72” RCP pressure pipe will be accepted for bidding. Note that the substitution of the intake material will have to be fully vetted in a submittal/shop drawing once the selected contractor is under contract with KDFWR. Included in the addenda is the basis of design but alternates will be considered, if equal.

2. Rammed Aggregate Pier Questions (multiple).

After further discussion with the geotechnical firm and site conditions not favorable to the rammed aggregate piers, a foundation change to H-Pile has been implemented for the pump station, electrical tower, and culvert over Gar Creek. Please see the attached updated/additional plan set sheets and H-Pile technical specification. Note that the length of piles is called out to be to the estimated bedrock elevation for fair bidding purposes. It should also be noted that it is recommended that the selected contractor shall obtain one deep boring (to bedrock) in the vicinity of the culvert, pump station, and electrical tower to confirm bedrock elevation. Additionally, we will update the list of unit prices on the bid document to show a line item for H-piles.

3. Spec Section 2.3E - Please clarify what "smoke mode interface with terminal strips and manual potentiometers". Please check with the engineer for some more clarification?

That was a carryover from a different project, please disregard.

4. Spec Section 3.4D1 - Please provide clarification on "real operating conditions". Our VFD's are given an electronic no-load motor test in our test crane after they are assembled. We can provide a test report showing that each VFD inside the custom panel passed this test. If they are requiring an actual load test, that is a significant cost-adder per VFD. We would need to know if a Dynamometer test is sufficient, or if we would need to have an equivalent motor to what is in the field. Our standard for this test would be 2 hours (per project spec) at Full Motor Load.

Providing a test report of the custom panel as requested/described in the question is acceptable. The actual load test will not be required.

5. The Concrete Specification states to use epoxy coated rebar in the “Wet Well Structure”. However, there is no other mention of this requirement and would not be typical in a stormwater pump station for this area.

Can the engineer please clarify if epoxy coated rebar is required for the pump station structure?

That was a carry over from a different project, please disregard. No epoxy coated rebar is needed on this project.

6. The plans call for a 6000 PSI Concrete Mix for the Pump Station Structure however, the specifications call for a 5000 PSI mix at the foundations and walls and a 4000 PSI mix for the elevated slab. Please clarify the required mix design. Additionally, the highest mix design in the specifications is a 5000 PSI mix. If a 6000

PSI mix is required, please provide the required mix design.

Per the plans, the culvert will be constructed of 4,000 psi concrete and the pump station & electrical tower base will be 6,000 psi concrete. The 6,000 psi mix will be provided post bidding.

7. The Flygt Pumps as specified do not meet Buy American Requirements. Will the Flygt Pumps as specified be allowed despite the Buy American Requirements?

Xylem can provide Flygt Pumps and controls in a manner to meet BABA requirements of the project. That has been confirmed with Xylem.

8. The Waterman Sluice Gate as specified do not meet Buy American Requirements. Will the Waterman

Sluice Gate as specified be allowed despite the Buy American Requirements?

After contacting Waterman and multiple other gate companies, an exemption will need to be asked for

BABA requirements for the gates on this project. Please bid the project as designed and specified on the plans.

9. When will the Intent to Award letter be sent? Is this dependent upon a scheduled board meeting and approval? Or will an intent to Award decision be made rapidly following the 29th ? We are trying to ascertain the earliest date we may be under NTP and can get to work on building the site access and prepping the site before the typical winter/spring flooding occurs.

It is the intent of KDFWR to send an Intent to Award letter within 30 days of the bid opening.

10. We understand the 42” DI is to be Pressure Class 150. The question was, what is the testing pressure?

Specs say test pressure is to 1.5 X operating pressure. So the question is, what is the operating pressure on the 42” FM?

Max operating pressure is 85 psi, so testing should be to 130 psi.

11. Who is responsible for supplying and the integration of the SCADA/Telemetry?

There will not be a SCADA system on this pump station. Disregard that.

12. Sec 02667-1 E: This calls for Type 5 cement lining in the ductile iron pipe. The switch to ASTM C-595

“Type IL” is a nationwide effort by the cement industry to reduce CO2 emissions. Note that they have test results that demonstrate as equal to (or better than) ASTM C-150 Type II. This type is the standard cement lining used by most United States ductile iron manufacturers.

Type 5 cement lining for DIP can be interchangeable with the new Type IL.

13. FW-006-24 page 25: This drawing calls for a 2” blow-off. The design of this is a concern as this blow off is not protected and could be damaged. We would ask that a 2” Tapping saddle be used for this application.

It is acceptable for a 42” x 2” tapping saddle to be installed.
