About this file
This is a Request for Bid (RFB) and Solicitation Modification issued by the Kentucky Transportation Cabinet, Division of Purchases, on behalf of District 12 for equipment rental services related to offset drilling operations. The solicitation seeks to establish a master agreement contract for furnishing two modified rotary drills with operators capable of drilling 7- to 10-inch diameter holes in soil and rock to install railroad rails up to 39 feet in length. The contract includes thirteen line items encompassing offset drill services (with vendor-provided or department-provided railroad steel), cribbing installation, excavation and backfill operations, geotextile fabric installation, cyclopean riprap placement, excavation for riprap, guardrail removal, bucket truck services, and traffic control. Estimated quantities include 16,000 linear feet for offset drilling with vendor-supplied steel, 1,000 linear feet with department-supplied steel, 15,000 square feet of cribbing, 3,000 cubic yards of excavation and backfill, 4,000 square feet of geotextile fabric, 500 tons of cyclopean riprap for 0-12 foot embankments, 300 tons for 13-30 foot embankments, 1,500 linear feet of guardrail removal, 20 hours of bucket truck services, and 500 hours of traffic control. The solicitation originally closed on April 15, 2026, but was extended by seven days to April 22, 2026, with a tentative award date of April 27, 2026. The initial contract period runs from award through April 30, 2027, with four optional one-year renewal periods available with written approval of both vendor and KYTC Division of Purchases.
Award will be based on best value scoring utilizing a ranking approach with 95 points allocated to price (lowest bidder receives maximum points) and 5 points allocated to response time. Prices are established as firm for the first twelve months; price increases are not permitted during this period but may be requested thereafter with documented justification of industry-wide price changes. Price decreases must be implemented immediately upon availability. Vendors must guarantee a specific response time in calendar days following receipt of delivery order and will incur a 1 percent daily deduction from invoices for each day work is not completed within the contracted completion date. The solicitation requires electronic bid submission through the Kentucky Vendor Self Service system at https://vss.ky.gov, with all bidders required to register 24-48 hours prior to submission. Bids must include completed bid information, required affidavits (campaign finance compliance, resident bidder status if applicable, contractor employee verification, and AI disclosure), certificate of authority for foreign entities, and proof of recycled content certification. Reciprocal preferences apply to Kentucky resident bidders, and qualified bidders or the Department of Corrections Division of Prison Industries receive additional preferences. The Department will withhold 10 percent of vendor invoices pending completion of final inspection and any required corrective work, with penalties of $250 per calendar day assessed for incomplete corrective work after 30 calendar days. Vendors must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus automobile liability and workers' compensation coverage as applicable.

The Vendor shall be responsible for installing temporary erosion control measures such as temporary mulch, silt checks and temporary silt fence. Temporary erosion control measures will be considered incidental to excavation and backfill.
All disturbed areas shall receive final dressing with seed and protect. These items will also be considered incidental to excavation and backfill.
Obtain written permission from Engineer before wasting excavated material on right-of-way. If the Engineer deems no suitable sites are available within right-of-way, the vendor will be required to obtain off-site waste areas at no additional cost to the Department. The vendor shall provide the Department with property owner agreements for each off-site waste area.
The Department will make payment based upon field measurements for the calculated volume of the installed in-place quantity.
