The contract encompasses 13 line items with estimated quantities including 16,000 linear feet of offset drill work with vendor-provided railroad steel, 1,000 linear feet with department-provided railroad steel, 15,000 square feet of vendor-provided cribbing, 3,000 cubic yards of excavation and backfill, 4,000 square feet of geotextile fabric, 500 and 300 tons respectively of cyclopean riprap at varying embankment depths, 1,500 linear feet of guardrail removal, 20 hours of bucket truck service, and 500 hours of traffic control. The bid closing date is April 16, 2026 at 1:30 PM Eastern Time, with an anticipated award date of April 27, 2026. The initial contract period runs from award through April 30, 2027, with four optional one-year renewal periods available. Vendors must submit bids electronically through the Kentucky Vendor Self Service (VSS) eProcurement system at https://vss.ky.gov, and all bids remain valid for a minimum of 90 calendar days after closing.

Award will be determined using a best value ranking approach with 95 points allocated to price (lowest bidder receives maximum score) and 5 points for response time (defined as calendar days following receipt of delivery order). Vendors must specify a guaranteed response time, and failure to meet contracted completion dates will result in a 1% daily deduction from invoices. The master agreement establishes firm pricing for the first 12 months with price adjustments permitted thereafter only when justified by industry-wide changes and approved by the KYTC Division of Purchases. All work must comply with Kentucky Standard Specifications for Road and Bridge Construction current editions, MUTCD standards, and applicable safety regulations. Required insurance includes Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance ($1,000,000 combined single limit) and Kentucky Workers Compensation Insurance. If bedrock is encountered, install cribbing to the bedrock only. Lap, bolt, weld, and attach cribbing solid to the drilled railroad rails.

Ensure entire cribbing wall is bearing on drilled railroad rails. Take necessary corrective measures to ensure railroad rail is supporting the entire cribbing wall. The top of the cribbing wall will be established by projecting the cross slope of the estimated final roadway surface to the edge of the reconstructed shoulder. Measures will be taken to ensure the cribbing wall does not create ponding water.

The Department will measure cribbing in square feet of finished in-place area. The Department will not measure laps, cutoffs, excess and waste.

1.03 – Excavation and Backfill

Excavate each repair site as directed by Engineer to provide a platform for drilling the railroad rails; place cribbing and granular backfill; and excavation as necessary for slopes, ditches, shoulders, and drainage. Limit damage to or removal of the existing pavement. The Engineer may direct that the excavating equipment bucket size and width to be adjusted to achieve the excavation minimizing damage to the pavement, utilities, drilled steel, etc. After completing excavation, place geotextile fabric, and then backfill behind cribbed railroad rails. Constructs backfill up to approximately (4) inches below the existing pavement elevation. Places backfill in lifts of (2) feet or less in such a way to limit settlement to the area and tamp with excavator bucket. Roll the final lift with excavation equipment to ensure backfill is fully compacted.

Do not use excavated material as backfill.

The final (4) inches of backfill material shall be DGA. The DGA will extend the full width of the reconstructed shoulder or a maximum width of (4) feet. Do not pond water on the shoulder area or at the shoulder edge. The DGA will be considered incidental to excavation and backfill.
