About this file
This is a Request for Bid (RFB) issued by the Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC), Division of Purchases on behalf of the Division of Equipment for the procurement of rubber-tired loaders under a buyback program for fiscal year 2024. The solicitation, numbered RFB 605 2400000390, was issued on April 17, 2024, with a bid closing date of April 25, 2024, at 1:30 p.m. Eastern Time. The procurement consists of three line items: (1) twelve new 4WD articulated rubber-tired loaders with parallel lift and parallel lift capability, complete with auxiliary equipment including pallet forks and lift booms; (2) twelve rubber-tired loaders with a guaranteed buyback provision after one year of service; and (3) the purchase of twelve used 2023 Volvo L60H loaders with specified serial numbers and remaining warranty. All new equipment must be delivered no later than September 30, 2024. The evaluation committee will award the contract based on best value using a ranking approach, with separate evaluation criteria for Group 1 (new loaders and buyback pricing) and Group 2 (used loader purchase pricing). A tentative award date of May 1, 2024, was established. The vendor must be an authorized dealer of the brand submitted and provide 24-month/2000-hour full machine warranty, comprehensive on-site routine maintenance and repair at no cost to KYTC, and one day of operator training.
The pricing structure requires bidders to submit separate unit costs for each line item, with all prices quoted F.O.B. Destination Freight Prepaid to the receiving location in Frankfort, Kentucky. Group 1 evaluation allocates 65 points to the lowest price for new loaders and 35 points to the highest guaranteed buyback price, with buyback occurring after one year of service. A performance bond equal to 25 percent of the guaranteed buyback price is required within ten calendar days of award notification. Group 2 evaluation allocates 100 points to the highest purchase price for the used loaders. The Commonwealth reserves reciprocal preference for Kentucky resident bidders and qualified bidders as defined in KRS 45A.490-494 and 200 KAR 5:410. Bidders must submit responses electronically through the Kentucky Vendor Self Service (VSS) system at https://vss.ky.gov; hard copies and emailed bids will not be accepted. New equipment must be pre-serviced and delivered in first-class operating condition with sufficient fuel for minimum one-hour operation. Units are permitted maximum usage of 1,000 hours per year and must include telemetry capabilities providing desktop access and multi-user notifications at no expense during the buyback period. All bids must remain valid for a minimum of 90 calendar days following the bid closing date.
