About this file

This is a Solicitation Modification (Version 2) issued by the Kentucky Transportation Cabinet (KYTC) Division of Purchases on behalf of the Division of Traffic Operations for furnishing and installing thermoplastic intersection markings. The scope includes removal of existing thermoplastic markings via waterblasting and installation of various thermoplastic marking types across Districts 1-12, including straight arrows (50 units), curved arrows (2,167 units), U-turn arrows (17 units), combination arrows (multiple configurations totaling 207 units), lane-reduction arrows (50 units), wrong way arrows (167 units), line markings in widths of 4" to 24" (totaling approximately 95,000 linear feet), directional and route shield markings (17 units each), and specialty symbols including bike lane markings, railroad crossbuck symbols, yield triangles, and handicap symbols. The solicitation closes on February 15, 2023, at 1:30 p.m. Eastern Time, with a tentative award date of February 13, 2023. The master agreement will be effective upon award through February 29, 2024, with four optional one-year renewal periods thereafter. Bids must be submitted electronically through the Kentucky e-Procurement system; online bidding is mandatory and all other submission methods are prohibited.

Award will be based on best value using a ranking approach with evaluation criteria of 95 points for price (lowest bidder receives maximum points) and 5 points for response time. The vendor must guarantee a specific response time in calendar days after receipt of a Delivery Order, with penalties of 1% per day deducted from invoices for each day the vendor fails to meet contracted response time. The successful bidder must maintain Contractor's General Liability Insurance with $1,000,000 per occurrence limits and Kentucky workers' compensation insurance, submitting an ACORD certificate within ten days of award notification. Pricing is quoted F.O.B. Destination Freight Prepaid and Allowed, with the vendor responsible for all freight charges and freight claim filing. Price increases are prohibited during the first twelve months and limited to one increase thereafter based on industry-wide price changes with 30 days' written notice; price decreases must be reflected immediately. Kentucky resident bidders and qualified bidders as defined in 200 KAR 5:410 receive reciprocal and preference scoring advantages respectively. The vendor must dedicate at least one crew to this master agreement and notify the engineer 48 hours prior to beginning work.
