The solicitation seeks multiple configurations of anti-icing application units in four tank sizes (1,300-gallon, 2,035-gallon, 2,635-gallon, and 3,135-gallon capacities), along with optional components including tank and frame combinations, tanks without frames, baffle balls, supporting legs, upgraded plumbing and spray bars, gas engine and pump options, and gravity feed plumbing kits. The bid closing date is June 15, 2021 at 1:30 PM Eastern Time, with a tentative award date of June 25, 2021. Bids must be submitted exclusively through the Kentucky eProcurement system. The resulting master agreement will be effective from the award date through June 30, 2022, with options for four additional one-year renewal periods. All units must be new, first-class quality, and field-tested prior to delivery, with specifications including polyethylene tanks, galvanized steel frames, centrifugal pumps capable of 190 gallons per minute, ten stainless steel nozzles, and comprehensive documentation including wiring diagrams, parts lists, and operating instructions.
Pricing is established on a firm fixed-price basis for the initial twelve-month contract period, with price increases permitted only after the first year and limited to one increase justified by industry-wide price changes; price decreases must be implemented immediately when available. All shipments are F.O.B. Destination Freight Prepaid, with the vendor responsible for all freight charges and late delivery penalties assessed at one percent per day. The Commonwealth will consider reciprocal preferences for Kentucky resident bidders as defined under KRS 45A.490-494, as well as preferences for qualified bidders including Kentucky Correctional Industries (20 percent preference) and nonprofit organizations serving individuals with disabilities (15 percent preference). Award will be based on best value using a 95-point price evaluation and 5-point delivery evaluation. Units will be used by the Kentucky Department of Highways Snow and Ice Removal Program across Districts 1-12, with the Commonwealth responsible for mounting and installing units on department trailers and dump trucks. Vendors must provide a three-year warranty on tanks and one-year warranty on major components, pumps, and motors, with 24/7 technical support available with a maximum 48-hour response time.

Submission Checklist
The following items will be required to be submitted with bid:
Item The bidder with the best price receives maximum points.
The bidder with the best delivery receives the maximum points.
6/7/2021 Addendum 1- Answer vendor questions and extend the bid due date.
Question 1: On the foot device of the telescopic bar, how much vertical adjustment needs to be supplied?
Answer 1: This is up to the manufacturer; we are asking for this to allow for a varying telescoping distance.
Question 2: If using an electric ball valve to turn flow on and off to the spraybar, is the Richway pinch valve still required? If so, are the airline tubing and connectors required?
Answer 2: No, if an electric ball valve is being used a pinch valve would not be required nor would the tubing and connectors.
Question 3: For the anti-icing tank and frame options, are the 10’ extendable spraybar and spraybar brackets required?
Answer 3: These are line items for a tank or tank and frame only with tie-down bows/hoops as described."
Question 4: On item 18, when adding the left and right side spraybars will electric ball valves be acceptable to turn flow on and off to the spraybars? If so, are the Richway pinch valves still needed?
Answer 4: As stated in answer 2, pinch valves would not be needed.
Question 5: For items 19 and 20, are both gas engine driven pump assemblies intended to be used in lieu of a hydraulic driven pump when applicable?
Answer 5: Yes, as described this is in lieu of the hydraulic driven pump. The Honda WMP20X is the pump with a Honda GX160 gas engine.
Question 6: What determines when the Honda WMP20X or Honda GX160 assemblies will be used?
Answer 6: This would be the District preference as to what their desired pumping capacities would be.
Bids are now due June 15, 2021 by 1:30 PM EST.
