About this file
This Request for Bid (RFB) issued by the Commonwealth of Kentucky Transportation Cabinet Division of Purchases seeks to establish a master agreement for pre-mixed Extended Life Coolant (ELC) 50/50 pre-diluted red antifreeze. The solicitation requests 6,000 gallons annually and requires responses to be submitted electronically through the Kentucky eProcurement system by May 19, 2021, at 1:30 p.m. Eastern Time. No bidder conference is specified in the documentation. The master agreement will have an initial term beginning June 1, 2021, and expiring May 31, 2022, with an option to renew for four additional one-year periods by mutual written agreement of both parties. The tentative award date is May 20, 2021. Product specifications require ELC coolant meeting multiple OEM and industry standards including Detroit Diesel, Freightliner, General Motors, Kenworth, Navistar, John Deere, Mack Truck, MAN, Mercedes-Benz, MTU, PACCAR, Peterbilt, SAE, and Volvo specifications, with a minimum coolant life of 600,000 miles and specific technical requirements including freeze point protection of -34°F and boilover protection of +265°F. Approved brands include Shell Rotella ELC 50/50 Pre-Diluted Red and Chevron Delo ELC-50/50 Pre-Diluted Red. Shipments will be directed to the KYTC Division of Equipment Warehouse at 1239 Wilkinson Boulevard, Frankfort, Kentucky 40622, and to direct ship locations specified in an attachment.
Pricing will be evaluated on a best value basis with 95 points allocated to the lowest price and 5 points allocated to the best delivery time. The successful bidder must provide F.O.B. Destination Freight Prepaid pricing with the vendor responsible for all freight charges and claims. Quantities stated in the solicitation are estimates only and do not constitute guarantees; actual orders will be based on delivery orders issued during the contract term. Price increases are not permitted during the first twelve months and limited to one increase during the contract period based on industry-wide price changes, with written justification required at least thirty days in advance. Price decreases must be implemented immediately when available. The Commonwealth reserves the right to reduce prices to reflect industry-wide decreases. Delivery delays will result in penalties of one percent per day deducted from invoices for each day the vendor fails to meet the contracted delivery date, unless delays result from factors outside the vendor's control. Kentucky resident bidders may receive reciprocal preference, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities receive additional preference scoring. All bids must remain valid for a minimum of ninety days after the bid closing date.
