About this file

This is a Request for Bid (RFB) issued by the Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Division of Equipment for the procurement of anti-icing application systems and related components. The solicitation seeks multiple product options across four primary tank sizes: 1,335 gallons, 2,035 gallons, 2,635 gallons, and 3,135 gallons. Each unit includes a UV-stable polyethylene elliptical tank, galvanized steel frame, centrifugal pump capable of 190 gallons per minute, hydraulic motor, spray bar with ten stainless steel nozzles, flow meter, baffle balls, and related plumbing and valve components. Optional items include free-standing legs, upgraded plumbing and spray bars for multi-lane coverage, in-cab controller kits, gas engine pump options, and gravity feed plumbing kits. The RFB was issued on April 13, 2021, with a deadline for written questions on April 16, 2021, and a bid closing date of April 27, 2021, at 1:30 p.m. Eastern Time. All bids must be submitted electronically through the Kentucky e-Procurement system. The contract will be a master agreement beginning May 1, 2021, and expiring April 30, 2022, with four optional one-year renewal periods. The units will be used by the Kentucky Department of Highways Snow and Ice Removal Program across Highway Districts 1-12, and the Commonwealth is responsible for mounting units onto its own trailers and dump trucks.

Pricing will be evaluated on a best-value approach with price weighted at 95 points and delivery time at 5 points. All prices must be quoted as F.O.B. Destination Freight Prepaid and Allowed, with the vendor responsible for all shipping and freight charges. Vendors must provide detailed drawings and parts list breakdowns, field-test each unit prior to delivery, and furnish three-year warranties on tanks and one-year warranties on major components, pumps, and motors. A 24/7 technical representative must be available with a maximum 48-hour response time during the warranty period. Vendors are required to provide specific delivery timeframes rather than general terminology such as "as required" or "prompt," and failure to meet contracted delivery dates will result in deductions of one percent per day from invoices. No foreign entities are required to obtain certificates of authority; Kentucky resident bidders may claim reciprocal preference, and qualified bidders including Kentucky Correctional Industries and organizations serving individuals with disabilities may receive preference points of up to 20 percent. The solicitation prohibits company quote forms and non-conforming terms and conditions, and all successful bidders will be held responsible for strict compliance with specifications.
