About this file
This is a Request for Bid (RFB) issued by the Commonwealth of Kentucky's Transportation Cabinet, Division of Purchases, on behalf of the Division of Traffic Operations for a master agreement contract for pedestals and bases. The solicitation requests eight line items totaling 890 units across various components: 200 pedestal poles with breakaway bases and anchor bolts, 25 pedestal breakaway bases only, 70 one-way pedestal top mounting brackets, 75 two-way pedestal top mounting brackets, 35 natural aluminum post tops, 485 FSA box pole-mounted units, and 10 total pole feet variants. All items must meet specific manufacturer standards including Component Products CPI-AP and CPI-BAS for breakaway bases, Pelco Products Inc. specifications for mounting brackets, and various material requirements such as 319 aluminum alloy and ASTM-compliant anchor bolts. The solicitation closes January 21, 2021 at 10:00 AM Eastern Time, with written questions due by January 7, 2021 at 4:00 PM and the Commonwealth's responses by January 14, 2021 at 4:00 PM. The anticipated award date is February 4, 2021. The master agreement will be effective no sooner than February 1, 2021 through January 31, 2022, with four optional one-year renewal periods available at the Commonwealth's discretion. All bids must be submitted electronically to KYTC.Bids@ky.gov with the completed, signed, and scanned RFB document; mail and fax submissions are not acceptable.
Pricing is evaluated on a best-value basis with 95 points allocated to the lowest price and 5 points to the best delivery time. Bidders must specify exact delivery timeframes in calendar days after receipt of a delivery order, as vague terms such as "as required" or "as soon as possible" render bids non-responsive. Failure to meet contracted delivery dates results in a 1% daily deduction from invoices. The contract is subject to FHWA 1273 requirements and Buy America provisions, though Davis Bacon prevailing wage does not apply as this is a commodity contract. Federal funds may be used for payment. All shipments must comply with the Cargo Preference Act requiring 50% of gross tonnage to be shipped on U.S.-flag vessels when available at fair and reasonable rates. Resident bidder preferences apply pursuant to KRS 45A.494, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies for individuals with severe disabilities receive scoring preferences of 20% and 15% respectively. Pricing must be F.O.B. Destination Freight Prepaid and Allowed, with the vendor responsible for all freight charges and claims. Payment will be made within 30 working days of invoice receipt, with a 1% monthly penalty for payments exceeding this timeline.

The Commonwealth of Kentucky shall not be bound by any part(s) of the bidder’s response to this solicitation that contains information, options, conditions, terms, or prices neither requested nor required in the solicitation. Bids that contain products/specifications that fail to meet the minimum essential requirements shall be deemed non-responsive.
Bidders who propose alternate brands/specifications should enclose descriptive literature with their bids so that the equality can be verified. Failure to enclose sufficient literature may result in a non-responsive bid. If the brands are not changed, the contract will be written accordingly and the successful bidder shall be required to deliver the brands/specifications stated in the solicitation.
3.12 - Equipment
Unless otherwise indicated in the bid, it is understood and agreed that any item offered or shipped on this bid shall be new and the latest or current model year and be in first class condition.
