The scope of work includes clearing and searching an 80-foot by 80-foot area at the disinterment site using trenching equipment, opening and closing both disinterment and reinterment graves, providing a reinterment container (minimum 20-gauge steel, 12" deep x 18" wide x 36" long), transporting remains and monuments, providing and setting a state-specified monument with matching inscriptions, and restoring both cemetery sites to appropriate condition. The solicitation was issued on November 14, 2018, with a closing date of November 27, 2018, at 10:00 AM Eastern Time. The tentative award date was November 20, 2018. Written questions were due by November 8, 2018, at 3:30 PM, with Commonwealth responses issued by November 9, 2018, at 7:00 PM.
The contract is awarded on a lump sum basis as the sole line item, with award determination based on best value using price as the only measurable criterion (100 points). A performance and payment bond equal to 100 percent of the contract price is required if the contract exceeds $20,000, or a $20,000 bond if the contract amount is $20,000 or less. The successful bidder must provide contractor's general liability insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, with an ACORD Certificate provided within ten days of notice of intent to award. Payment will be made 90 percent upon work completion and 10 percent upon the Grave Relocation Agent's determination that all work is satisfactory with no property damage. Liquidated damages of $100 per calendar day apply for failure to complete work within the specified timeframe. Kentucky resident bidder preference applies per KRS 45A.490-494, with preference equal to that given by the nonresident bidder's home state.
