About this file

This is a Performance Work Statement (PWS) for the purchase, delivery, reconfiguration, and installation of office furniture at Fleet Weather Center Norfolk (FWC-N) in Building U-117, Naval Station Norfolk, Virginia.

The project encompasses three execution pillars: Room 124 (CPO Mess) requiring a lifecycle refresh with one two-seater and one three-seater commercial-grade lounge sofa; Room 129 (IT Shop) requiring a workspace reconfiguration with L-shaped motorized height-adjustable workstations and privacy partitioning; and Room 125 (Watchfloor) requiring both lifecycle refresh and full spatial reconfiguration to support 38 motorized height-adjustable workstations with dual-monitor displays, modular panels with high-performance acoustic tiles, six heavy-duty quad articulating monitor mounts, thirty-two dual articulating mounts, triple-door lockers, bookcases, storage cabinets, a collaboration table, and four mesh-back guest chairs. The Watchfloor reconfiguration integrates findings from the Naval Information Forces (NAVIFOR) Watchfloor Industrial Psychologist Study to optimize ergonomics and mitigate fatigue, with strict physical clearance standards (53.9 inches seated clearance, 48 inches equipment clearance, 44 inches general passageways, 36 inches ADA clearance).

The Contractor shall provide all labor, materials, assembly, installation, disassembly, removal, and disposal services, with no structural construction, building-side electrical modifications, or new electrical runs authorized. The Government will pre-clear all personal effects and IT equipment prior to installation. The Contractor must deliver technical design layout drawings within 45 calendar days from Authority to Proceed, a baseline project schedule within 30 days, and perform a joint walkthrough with punch list remediation before final acceptance. The overall period of performance is one year covering design, procurement, installation, closeout, and warranty support, with work performed Monday through Friday, 0730 to 1600, excluding Federal Holidays. PERFORMANCE WORK STATEMENT (PWS)

Purchase, Delivery, Reconfiguration, and Installation of Office Furniture for Fleet Weather Center Norfolk (FWC-N) Rooms 124, 125, and 129, Building U-117, Naval Station Norfolk, VA.

1.0 MISSION AND OBJECTIVES

1.1 Mission

The Fleet Weather Center Norfolk (FWC-N) directly supports the operational deployment of Carrier and Expeditionary Strike Groups, embarked naval units, warfare staffs, Combatant Commanders, Joint/Coalition forces, and other U.S. government agencies as directed by naval command authority.

1.2 Background and Justification

The spatial layout and existing furniture configurations in Rooms 124, 125, and 129 are outdated, worn beyond their operational lifecycle, and insufficient to support workforce growth and specialized operational watchstanding requirements. This project establishes three distinct execution pillars to modernize the facility's interior footprint:

1.2.1 Room 124 (CPO Mess): A lifecycle refresh of existing, degraded lounge seating to maintain administrative readiness and personnel welfare.

1.2.2 Room 129 (IT Shop): A workspace reconfiguration designed to optimize space, streamline workflow, and accommodate expanding IT technical personnel.

1.2.3 Room 125 (Watchfloor): Both a lifecycle refresh and a full spatial reconfiguration of the primary 24/7 watchfloor to meet critical mission-growth needs. This reconfiguration integrates findings from the Naval Information Forces (NAVIFOR) Watchfloor Industrial Psychologist Study to optimize user ergonomics, mitigate fatigue, improve acoustic properties, and support dense technical watchstander displays.

2.0 PROJECT SCOPE

The Contractor shall provide all labor, management, supervision, tools, materials, equipment, staging, transportation, disassembly, removal, and disposal services necessary to purchase, deliver, assemble, and install commercial-grade modular systems and office furniture within Rooms 124, 125, and 129 of Building U-117 at Naval Station Norfolk, VA.

3.0 BUILDING-SIDE AND ARCHITECTURAL CONSTRAINTS (STRICTLY NO

CONSTRUCTION)

3.1 NAVFAC Building Restrictions

All performance locations are situated within a Naval Facilities Engineering Systems Command (NAVFAC) controlled facility.

3.1.1 Structural Alterations: The Contractor shall perform no structural construction, wall modifications, core drilling, ceiling penetrations, painting, or permanent alterations to the building's structural envelope.

3.1.2 Building-Side Electrical Runs: The Contractor shall perform no modifications to building-side electrical distribution systems. Strictly no new electrical runs, building wall outlet modifications, or building-side panel connections are authorized. Existing building wall and floor electrical receptacles shall be utilized "as-is." Any building-side power shortfalls or additional facility power requirements are outside the scope of this contract and will be addressed separately as a follow-on project by NAVFAC.

3.1.3 Furniture-Side Modular Electrical Connections: Contractor responsibilities are strictly limited to the assembly of furniture-side modular electrical components, routing internal system cables through integrated furniture raceways, and connecting the furniture's modular power components (whips/base power feeds) into existing building electrical receptacles.

3.2 Government Pre-Clearance (Government Prep)

Prior to the Contractor's arrival for disassembly and removal, the Government will completely clear all personal effects, papers, files, IT equipment (computers, monitors, keyboards, mice, telephones), and loose technical gear from all desks, credenzas, and storage units scheduled for replacement. The Contractor is not responsible for disconnecting, re-routing, or installing building-side IT network infrastructure, government computers, or government communication terminals.

3.3 Demolition, Removal, and Disposal Mandate

The Contractor shall be responsible for the complete teardown, disassembly, transport, and proper off-site disposal or recycling of all replaced furniture across all three rooms (124, 125, and 129). All disposal activities shall be completed in accordance with local, state, and federal environmental regulations. No government-owned dumpsters or waste facilities on Naval Station Norfolk shall be used by the Contractor. Disposal costs must be fully accounted for and explicitly detailed in the vendor's pricing proposal.

4.0 SPECIFIC AREA REQUIREMENTS

4.1 Room 124 (CPO Mess) — Lifecycle Couch Refresh

The Contractor shall deliver a high-durability, commercial-grade soft lounge seating solution to replace existing worn items:

4.1.1 Two-Seater Sofa: Provide one (1) commercial-grade two-seater lounge sofa.

4.1.2 Three-Seater Sofa: Provide one (1) commercial-grade three-seater lounge sofa.
