About this file

This is a Performance Work Statement (PWS) for grease trap maintenance services at Little Rock Air Force Base in Arkansas for FY-25. The contractor will provide maintenance and pumping services for 10 grease traps totaling 14,301 gallons, with services divided between monthly and quarterly frequencies based on facility type and size. The locations include food service facilities like Starbucks, Burger King, dining facilities, and other base facilities like the bowling alley, youth center, and fire department.

The PWS requires the contractor to monitor traps monthly, scrape interior surfaces, remove Fat, Oil, and Grease (FOG) buildup, and dispose of materials in compliance with local, state and federal regulations. The contractor must notify the Utility shop prior to performing services, provide emergency pumping services when needed, and maintain detailed service records. Key requirements include having proper hazardous materials handling procedures, spill cleanup capabilities, and compliance with the Jacksonville Wastewater Discharge Permit 87-08-12. The contractor's personnel must undergo background checks through the National Criminal Information Center and comply with all base security requirements. Periodic maintenance will require residue to be scraped from the interior surfaces to ensure effective function of the grease traps. Each grease trap will be monitored on a monthly basis to ensure the interior and exterior areas and surfaces will be free from FOG. Contractor wi l l be required to ut i l ize v e h i c u l a r o r p o r t a b l e type pumping equipment to remove FOG and ensure the surrounding area to the separators are free from debris left from the cleaning (see Appendix “A” for pumping frequency and “B” for locations). The contractor will remove all material from government property and dispose of or recycle at their expense. Disposal will be accomplished in strict compliance with all rules, regulations and codes from local, county, state and federal authorities. Under no circumstances may the waste hauler reintroduce the removed water or materials into the Little Rock AFB’s sewer system. While flushing an interceptor with hot water using chemicals or other agents to dissolve or emulsify grease, water containing agents shall not be allowed to flow into the wastewater treatment system (see Appendix C).

Pumping operations must be performed with a truck/tank free from other waste products.

The contractor shall submit a written description of any alternate methods or deviations from plans to the contracting officer and obtain approval from the contracting officer prior to performing the work.

2.2 EMERGENCY PUMPING:

Contractor will provide a contingency for emergency pumping due to failure of g r e a s e t r a p s systems, overload, or at the request of Little Rock AFB for any wastewater that requires removal and proper treatment. In an emergency situation, Little Rock AFB will be provided the opportunity to call the pumping contractor directly.

The Utility shop will monitor the performance to ensure the services are received. Upon completion of work, the contractor will deliver a signed, legible inspection/service report to the Utility shop, identifying activities performed. The contractor’s truck/tank will be available prior to and after, if pumping occurs, for inspection to insure that items are adhered to in paragraph 2.1. The schedule of pumping may be adjusted up or down for each facility as required, which is highly dependent on the size and activity of the OWS.
