I - INTRODUCTION

The Phoenix-Talent School District 4 (“the District”) is located in Jackson County, Oregon and serves approximately 2,500 students in grades K-12. The District serves students with three elementary schools (including Orchard Hill Elementary, the site where the pre-school services will be provided), one middle school, one high school, a transition center, and one charter school. The District is soliciting proposals from qualified pre-school providers to provide high-quality pre-school services on the campus of Orchard Hill Elementary, located at 1011 La Loma Drive in Medford, Oregon.

It is the District's intention to determine the most responsible Proposer through evaluation of various criteria described in Section V of this RFP. The services required and offered in proposals shall meet the needs as described within this RFP. Proposers may include any special or unique services you plan to provide. Proposals will be evaluated by a Selection Committee that will review all documents submitted as a part of each proposal. After reviewing the proposals, the District and the Selection Committee may request interviews with key personnel of the proposers.

A contract will be awarded to the Proposer whose proposal best meets the District’s needs. It is the District’s intention to determine the most responsive and responsible Proposer pursuant to the criteria outlined in this RFP. The contract will consist of a services agreement together with a facilities use agreement for the space allocated at Orchard Hill Elementary for the pre-school program. It is anticipated that the contract will be for an initial period of 3 years, with provisions to extend the initial term upon the mutual consent of the parties for up to seven (7) additional periods of 1 year each but in no event will the total term of the contract exceed ten

(10) years, including the original term and all extensions. To facilitate the successful Proposer’s provision of the services, the District will provide pre-school classroom space and playground space at Orchard Hill Elementary, all utilities provided in connection with the services (including access to laundry facilities), and custodial and maintenance services at the pre-school site.

Proposals submitted to the District shall be firm for a period of thirty (30) days after the date that the Proposals are due. Each Proposer shall be entitled to withdraw their Proposal if it has not been accepted by the District within such time period by submitting a written request to the District’s designated contact identified in Section III, below. The District reserves the right to reject any or all proposals, or waive any informality in a proposal, and it is expressly contemplated that no contract exists on the part of the District until formal written notice has been given or until a contract is fully executed.

All Proposals submitted in response to this RFP will be the property of the District. All Proposals submitted are public records and available for inspection and copying upon request; provided, however, that Proposals will not be made a part of the public record until after the selection process is completed. Any portions of the Proposal deemed by the Proposer to be exempt from disclosure under Oregon’s public records law should be clearly marked by the proposer as “CONFIDENTIAL”. The District will make an independent determination regarding exemptions applicable to information that has been properly marked. The District will attempt to maintain the confidentiality of materials clearly marked CONFIDENTIAL to the extent permitted under

Oregon public records law. All costs incurred in connection with the preparation and submission of a Proposal shall be the sole responsibility of the Proposer.

Should a Proposer find discrepancies or ambiguities in, or omissions from, the specifications described in this RFP then the Proposer must notify the District’s designated contact identified in Section III of this RFP, in writing, and the District will then send a written correction to all Proposers. Questions, interpretations, or requests for clarification of this RFP should be directed to the District’s designated contact identified in Section III of this RFP and must be received by no later than March 6, 2026. The District will not be responsible for any oral instructions. All written corrections sent to Proposers are to be considered in the proposal and do become part of this RFP. All requests for additional information, from any Proposer, must be received by the District in writing. Likewise, all additional information or answers to questions provided by the District to any Proposer shall be given in writing and supplied to all registered Proposers. The submission of a proposal will be construed to mean that the Proposer understands the requirements and that the Proposer can supply the services as specified.
