About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document seeking approval to extend the NGA Enterprise Engineering (NEE) IDIQ contract with Peraton Technology Services, Inc. The extension would run from July 12, 2019 to January 15, 2026, with a $64.7M increase to the contract ceiling (from $1.041B to $1.105.7B).
The justification covers extensions for six active task orders that provide critical systems engineering and integration (SE&I) services to various NGA components, including the Chief Engineer's office, Office of Special Programs, enterprise infrastructure, and the new St. Louis facility. Peraton is deemed the only vendor capable of providing these specialized services without causing unacceptable 24-36 month delays in supporting NGA/NRO major system acquisitions. The follow-on competitive acquisition, known as Archimedes, is planned for award in Q2 FY2026. NGA plans to issue a second RFI in February 2025 and conduct industry engagement before releasing the competitive RFP in Q2 FY2026 to ensure maximum competition for the follow-on contract.

NEE TO-03 supports enterprise infrastructure.
NEE TO-04 supports NGA executive leadership functions and strategic planning.
NEE TO-13 supports NGA Analysis Office.
Under the above Task Orders, NGA requires SE&I and test services unique to the NGA components associated with each Task Order. Each NGA activity requires Model-Based System Engineering
(MBSE) methods and tools and support NGA activities with integration efforts across the enterprise supporting Enterprise and Solutions Architecture Engineering, Enterprise Level
Requirements Engineering, Enterprise Integration Engineering (Cross Organization and Program
Office), Enterprise Analysis and Assessment, and Modeling, Simulation & Analysis (MS&A).
NEE TO-05 supports NGA’s new facility construction and operation located in St. Louis, MO.
NGA requires services to plan, design, define, develop, document and baseline the Active IT solution for N2W, inclusive of Business, Data, Network, Security and Solutions-Level
Architectures down to the program level ensuring enterprise systems work together in an integrated fashion to deliver mission capabilities and solutions.
NEE TO-06 Under this Task Order, NGA requires SE&I services to support HD’s technical and non-technical capabilities over the full life-cycle from concept to delivery and retirement. They collaborate with other offices within and external to HD to facilitate end-to-end user–driven design and customer care for future human capital systems. Contractors assist in the collecting, analyzing, and processing IT requirements in accordance with HD and Corporate governance processes, best practices and policies.
NEE TO15 supports NGA, SAGE (CAP/SAP), NSG, ASG, USG, mission partner, commercial and foreign partners, and architectures with SE&I and services work. These NGA activities require end-to-end Modeling, Simulation, & Analysis (MS&A) development and execution in support of
GFC. This includes gathering input-needs data to properly run MS&A tools; install and maintain new and existing MS&A tools to produce and provide quantitative analysis results in support of study activities and creation of requirements documents.
(U) Estimated Dollar Value:
(U) The approved NEE contract ceiling prior to these actions was $1.041M. The ceiling is being increased by $64.7M for a new total of $1.105.7M to enable execution of the task order extensions described above.
4. IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER
THAN FULL AND OPEN COMPETITON.
(U) These proposed actions will be awarded without full and open competition under the authority of 10 U.S.C § 3403, as implemented by DFARS 217.204 (e)(i) for extending the ordering period of the NEE IDIQ and 10 U.S.C. § 2304(d)(1)(B), as implemented in FAR 6.302-1(a)(2)(iiiservices may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of these services when it is likely that award to any other source would result in an unacceptable delay in fulfilling the agency’s mission requirements.
5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF
THE AUTHORITY CITED
(U) In accordance with FAR 6.302-1(a)(2)(iii) Peraton is the only vendor to able to provide the highly specialized services without incurring unacceptable delays in meeting NGA’s mission requirements.
(U) Highly specialized services. Peraton has amassed technical experts with unique knowledge of supporting NGA under the IDIQ contract and resultant task orders as discussed in section 3 above, to include specialized experience specifically related to NGA and NRO architecture and system interfaces.
(U) Peraton provides NGA with the following unique capabilities that meet the requirements identified in paragraph 3: technical requirements generation, interface coordination with key IC stakeholders and IOC and FOC criteria integration into complex NSG systems and providing phenomenology expertise. They prototype future system capabilities improving intelligence utility prior to design, significantly driving down costs as well as enabling end to end digital engineering support to track and report NSG senor status in concert with NRO and ODNI/OUSD Oversight.
These highly specialized services provide systems engineering and architecture support for the
ASG (FVEY) Campaign Plan to enable analytic collaboration between US and FVEY users.
Additionally, Peraton delivers requirements and systems architecture baseline maintenance to capabilities delivering models and detections as-a-service in support of DoD Intelligence, Surveillance, and Reconnaissance (ISR) missions & applications.
(U) These SE&I services contribute to the efficient and effective daily execution of NGA
Enterprise and mission critical objectives.
(U) Unacceptable delays. There will be unacceptable delays in fulfilling the agency’s requirements. Award to any other source would result in a 24-36 month delay in meeting the following requirements:
(U) Meeting major capability milestones supporting NRO and NGA Major System Acquisitions and Special Interest Acquisitions (SIAs). NGA’s readiness to stay in sync with NRO space and ground activities would be adversely affected, leading to mission gaps in providing critical national security intelligence requirements for the IC, DoD, and the U.S.’s allies. They also provide near-term capability deliveries for the Multinational communities of interest and any delay will result in limited integrated testing with international partners before transition to operations. Critical milestones for NGA’s new facility in St. Louis would be adversely affected due to inability to integrate major NGA systems within the new building. Finally, any delay in these services will degrade NGA’s ability to capture, prioritize, and monitor customer needs in the Maven program and associated product or issues backlogs would also be seriously degraded if not altogether eliminated.
(U) NGA cannot accept any lapse in these mission critical services. This is a complex effort and requires a specific type of subject matter expertise (e.g., data scientists and data application developers). Meeting these requirements necessitates ongoing technical, highly specialized expertise and services to enable the mission-critical operations, including, but not limited to, partnerships with both U.S. and foreign mission partners and customers (i.e., documentation, requirements integration, coordination) with critical stakeholder across the NEE technology, oversight, and services offices.
6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED
FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE:
(U) NGA projects issuing a 2nd RFI in February 2025 to solicit additional potential sources. Based on the results of the RFI, NGA will schedule an industry engagement event to solicit additional interest, with the goal of issuing an RFP in Q2FY26.
7. CONTRACTING OFFICER DETERMINATION THAT THE ANTICIPATED COST TO
THE GOVERNMENT WILL BE FAIR AND REASONABLE:
(U) Before award of the NEE IDIQ and subsequent task order extensions, all required technical and cost/price analysis, consistent with the FAR/DFARS requirements and other best practices, will be used to determine fair and reasonable extension values for the various NEE Task Orders.
The contractors will provide cost/price proposals for the extension period that will undergo appropriate analysis to ensure the negotiation of fair and reasonable extension pricing.
8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS
OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT
CONDUCTED:
(U) Market Research was conducted when the base NEE IDIQ, and its subsequent original task orders were awarded, and again in 2023. NGA received responses from both large and small vendors. The analysis of the market research has resulted in additional changes to the acquisition strategy and requirements documents, resulting in the need for a second RFI. The cost methodology is consistent with actuals on the existing vehicles while accounting for current market conditions such as inflation.
9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN
COMPETITION
(U) Pursuant to FAR 6.305, NGA will make the final approved justification available on the SAM database to the public.
10. LISTING OF SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN INTEREST
IN THE ACQUISITION:
(U) The NEE IDIQ and its subsequent task orders were awarded as a Single Award IDIQ to Peraton
Technology Services. No other sources have expressed an interest in the extension described herein.
11. STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY
SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED:
(U) There are no known barriers to future competition. NGA is planning a competitive procurement for the NEE follow-on, which is planned to be awarded in the second quarter of
FY2026.
