JUSTIFICATION AND APPROVAL
FOR USE OF BRAND NAME
JUSTIFICATION
1. Contracting Activity
Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center Carderock Division (NSWCCD), Contracting and Acquisitions Department, Code 02.
2. Description of the Action Being Approved
NSWCCD is seeking to award an Indefinite Delivery Indefinite Quantity (IDIQ) on a brand name basis for the acquisition of up to 23,000 IM-276A/PD (MBD-2) Battlefield Dosimeters (BDs) and up to 245 hard-shell carrying cases. This is in support of replacing the legacy BDs, the IM-270/PD and the IM-276/PD (MBD-1), which are near the end of their useful lives.
3. Description of Supplies/Services
The IM-276A/PD dosimeter is a real-time, self-indicating device that requires no user intervention for operation. The IM-276A/PD dosimeter is based upon Mirion Technologies’ patented Direct Ion Storage (DIS) technology. The IM-276A/PD was designed to be utilized as a triage dosimeter but can also be utilized for Operations of Other Than War (OOTW). The items to be procured are as follows:
Vendor Part # Description Max. Qty
1. Mirion IM-276A/PD MBD-2 Battlefield Dosimeter 23,000 With IUID Registration Service
2. Mirion Carrying Case 100BDs/Case/Technical Manual 75
3. Mirion Carrying Case 50BDs/Case/Technical Manual 170
4. Mirion BLE/NFC Bluetooth and NFC Dongles 10
5. Mirion IM-276A/PD (G) Gold Standard MBD-2 14
Original Equipment Manufacturer:
Mirion Technologies, Inc.
5000 Highlands Pkwy SE#150 Smyrna, GA 30082
(770) 432-2744
The total estimated value of this acquisition is approximately $6.73M, of which approximately $3.05M will be funded at the time of award. The ordering period of this acquisition will be five years, with a maximum period of performance of 66 months. The Navy intends to order multiple delivery orders during this period.

The Government’s minimum needs have been verified by the certifying technical and requirements personnel.
4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c) (1). The property or services needed by the agency are available from only one brand and no other type of property or services will satisfy the needs of the agency. The authority can also be found under FAR 6.302-1(c) Application for brand-name descriptions.
5. Rationale Justifying Use of Cited Statutory Authority
The minimum requirements are the following:
Prompt Radiation Requirement (accurate dose reading after subjected to Linear Accelerator (LINAC) and Fast Burst Reactor (FBR))
Real-time Readout Requirement (Instantaneous dose readings obtained by the dosimeter only)
The ability to operate during and after an Electromagnetic Pulse (EMP) event (i.e. full operational capability after the device is subjected to Radiated Susceptibility (RS)-105 pulse).
BDs that meet portions of the Navy requirements do exist. However, only the IM-276A/PD (MBD-
2) meets the all of the Navy requirements. The below table summarizes key the BD requirements and the current capabilities of multiple BDs in the market.

As seen on the table above, only the IM-276A/PD (MBD-2) meets the Navy requirements. The IM- 276A/PD (MBD-2) uses Direct Ion Storage (DIS) technology, which is patented by Mirion Technologies.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A Sources Sought was posted on the BETASAM.GOV website on 4 February 2021 for seven days and only received one response and that was from Radiation Safety and Control Services (RSCS), Inc. The technical code also conducted market research by researching market catalogues, conducting internet searches, and contacting market experts. No other company was found to manufacture a BD that can meet the core Navy requirements described in Paragraph 5.
Mirion Technologies, Inc. has one authorized reseller, RSCS, Inc. RSCS is an authorized reseller of the IM-276A/PD (MBD-2) dosimeter, which is the only dosimeter that meets the Navy’s minimum technical requirements.
7. Determination of Fair and Reasonable Cost
In accordance with FAR 15.402, the Procuring Contracting Officer (PCO) shall ensure that all supplies and services provided under this contract are procured at a fair and reasonable price.
The contractor will submit a formal price proposal with certified cost or pricing data and sufficient information to support the accuracy and reliability of the estimate. Experienced technical analysts and contract specialists with the aid of necessary field pricing support will review the contractor’s proposal. The PCO will use past procurements from the Navy and other Department of Defense (DoD) agencies that have acquired the MBD-2. This includes delivery orders from contracts N00167-17-D-0005, N00167-20-P-0289, N00167-20-P-0321, and W911QY-18-D-0111. This information will form the basis for negotiating a fair and reasonable price.
8. Actions to Remove Barriers to Competition
The Government will continue to canvass the radiation detection industry (via symposiums, conferences, RDT&E Testing) for advancements in the battlefield dosimetry technology. If the capability of the battlefield dosimetry technology changes, the Government will reexamine future needs and applications. Open communication with the battlefield dosimetry industry is kept at all times.
