About this file

This is a Request for Qualifications (RFQ) issued by the Dutchess County Water and Wastewater Authority (DCWWA) for professional design services for the Hyde Park Regional Water Facility Capital Improvements project. The project aims to obtain grant funding from the New York State Environmental Facilities Corporation (NYS EFC) for comprehensive improvements to the water treatment facility and distribution systems. Specific improvements include superpulsator baffles and tank repairs, instrumentation and control repairs, roof investigation and replacement, HVAC system investigation and repairs, elevated water storage tank improvements, raw water intake investigation, and aged infrastructure pipe and pump station replacements. The RFQ process will involve five phases: public solicitation, initial determination of qualified firms, review of qualifications and interviews, selection of the most qualified firm, and review of price proposals with contract negotiation. Proposals are due by September 19, 2025, with anticipated board authorization of award on October 15, 2025, and design commencement by November 17, 2025.

The project has a 20% Minority and Women-Owned Business Enterprise (MWBE) participation goal and will be funded through the Water Infrastructure Improvement Award (WIIA) program. The engineering firm selected will be responsible for producing a comprehensive engineer's report to be submitted to NYS EFC by May 2026. The evaluation of proposals will be based on several criteria, including firm experience (25%), project staffing and experience (25%), proposed project plan (25%), previous performance (15%), location (5%), and workload with DCWWA (5%). The total project will require professional design services with tasks including execution planning, design analysis, deliverables preparation, agency assistance, and potential additional services. The project emphasizes experience in drinking water treatment plant processes, pump stations, and water main replacement.
