SECTION C – STATEMENT OF WORK

NORTHEAST FISHERIES SCIENCE CENTER (NEFSC)

FOR

FENDER REPLACEMENT

PART 1 - GENERAL

1.1 DESCRIPTION

The Northeast Fisheries Science Center (NEFSC) is located at 166 Water Street, Woods Hole MA 02543. This requirement is remove and replace 200’ of existing fendering system along the west face of the bulkhead. The Contractor shall be normally engaged in marine construction, installation and demolition and shall have a minimum of seven (7) years verifiable experience related to this type of work. Contractor shall supply all labor, permits, engineering, testing, equipment and materials required plus as described in the contract documents, drawings and as necessary to complete the project.

The National Marine Fisheries Service (NMFS), a part of the National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC), is a governmental agency charged with the mission of stewardship for living marine resources.

WORK WILL NOT BE ABLE TO COMMENCE UNTIL SEPTEMBER 1, 2021.

1.2 EXTENT OF WORK

a. Provide all engineering, permits, labor, materials, tools, equipment, shoring, stabilizations equipment, dewatering equipment, and supervision necessary to complete the work described or shown in the drawings, specifications, and accordance with the manufacturer’s most current specifications and details to ensure the requirements in the contract documents are met supporting the best practices as recommended by the manufacture and professional agencies, associations, codes, councils, institutes, and standards (see Attachments 1 and 2 for Acronyms).

b. The Contractor shall be fully knowledgeable of all requirements of the contract documents and shall make themselves aware of all job site conditions that will affect their work.

c. The Contractor shall self-verify and submit preconstruction notification per General Permit in accordance with Corps regulations at 33 CFR 320 – 332 (see 33 CFR 325.5(c)(1)).

1.3 SUBMITTALS

The contractor shall submit the following:

1. Product data (10 work days after NTP) - Project approach plan including demolition, material list and construction methods.

2. Schedule (10 work days after NTP)

3. Safety Data Sheets (SDS) (15 work days after NTP)

4. Safety plan (5 work days prior to start of work)

5. Spill protection plan (10 days prior to start of work).

1.4 PRODUCT DELIVERY, STORAGE AND HANDLING

a. Deliver materials to the job site in the manufacturer’s original, unopened containers or wrappings with the manufacturer’s name, brand name and installation instructions intact and legible. Deliver in sufficient quantity to permit work to continue without interruption.

b. Comply with the manufacturer’s written instructions for proper material storage.

c. Any materials which are found to be damaged shall be removed and replaced at the contractor’s expense.

1.5 WORK SEQUENCE

Care shall be exercised to provide protection of surrounding structures, parking lot, and landscaping.

1.6 USE OF THE PREMISES

a. Before beginning work, the contractor shall secure approval from the building owner’s representative for the following:

a. Areas permitted for personnel parking.

b. Access to the site.

c. Areas permitted for storage of materials and debris.

d. Security: Obey the owner’s requirements for personnel identification, inspection and other security measures.

e. Other contractors will be working on the Woods Hole Complex. Coordinate with COR for parking, staging, and other conflicts that may arise.

b. The NEFSC is a smoke free campus. The Contractor and its employees shall adhere to all applicable rules and regulations regarding maintenance of a smoke free environment on the job site.

c. Use Of Government Facilities

1. Water and normal electricity for construction purposes are available at the work site.

2. Toilet facilities shall be provided by the Contractor. Location of temporary facilities shall be coordinated with owner’s representative or the COR.

3. Contractor shall provide storage for tools and materials. The Government is not responsible for providing storage or security of materials, tools, or equipment.

4. Contractor may provide their own temporary job office. Location to be determined and approved by the COR.

d. The premises will be occupied during the performance of the work. Contractor to coordinate work with the COR to accommodate the work schedule, continuing access and completion date.

e. Working hours shall be 7:30 AM – 4:00 PM, Monday – Friday. Contractor shall observe all federal holidays.

f. Access to the site.

1. All persons employed within the boundaries of the property or restricted-access areas therein, and all persons permitted to enter such property and areas shall comply with the security regulations for the NEFSC Woods Hole Laboratory.

2. The Government reserves the right to close down the job site and order Contractor personnel off the premises in the event of a national emergency or a shut-down, for as long as security problems persist. The Contractor may only return to the site with verbal approval from the Contracting Officer or COR.

3. The Government reserves the right to exclude or remove from the site or building any employee of the Contractor or a subcontractor whom the Government deems incompetent, careless, insubordinate or otherwise objectionable, or whose continued employment on the work is deemed by the Government to be contrary to the public interest.

4. Personnel may be subject to inspection of their personal effects when entering and leaving the facility. In addition, unscheduled inspections of personnel may be made when entering or while on site.

1.7 EXISTING CONDITIONS

If discrepancies are discovered between the existing conditions and those noted on the drawings, immediately notify the Contract Administrator, Roberta Smith in writing. Upon receipt of solicitation documents verify documents are complete. Notify the Contract Administrator if documents are incomplete. Immediately notify the Contract Administrator upon finding discrepancies or omissions in solicitation documents.

1.8 PRE-BID SITE VISIT

Prior to bid submittal, the contractor shall schedule a job site inspection to observe actual conditions and verify all dimensions. For access to the site prior to the solicitation closing date, the contractor must contact the technical representative, Jason Godusky at 508-495-2109 to coordinate an appropriate time. Coordinate site visits at least two (2) working days in advance of intended site visit.

1.9 FACILITIES AND CONTROLS

a. The contractor shall remove and dispose of all debris and trash from the job site in a timely and legally acceptable manner so as to not detract from the aesthetics or the functions of the building.

b. Contractor shall comply with all applicable Federal, State, and local laws and regulations concerning environmental pollution prevention control and waste disposal.

c. Contractor shall immediately inform the COR of any environmentally hazardous situations that may arise as well as contact required regulatory agencies.

1.10 JOB SITE PROTECTION

a. The contractor shall adequately protect the site from damage while performing the required work.

Provide boards, barriers, signs, cones, floats, and other devices as necessary for protection. Remove protection materials, devices at the completion of the project. The contractor shall repair or be responsible for costs to repair all property damaged during the performance of work.

b. Comply with all requirements mandated by ACoE, EPA, Massachusetts DEM, USCG, Massachusetts

CZM and other regulatory agencies and all requirements set forth by all federal, state, and local jurisdictions.

c. Best Management Practices (BMP) shall be exercised throughout the project.

d. The contractor shall take precautions to prevent the spread of debris both in the water and out of the water.

1.11 SAFETY

a. The contractor shall be responsible for all means and methods as they relate to safety and shall comply with all applicable OSHA, NEC, USCG, ACoE, NFPA, EPA, local, state and federal requirements.

Safety shall be the responsibility of the general contractor. All related personnel shall be instructed daily to be mindful of the full time requirement to maintain a safe environment for the facility’s occupants including staff, visitors, customers and the occurrence of the general public on or near the site.

b. The Contractor shall comply with the requirements of 29 CFR, Part 1910: Occupational Safety and Health

Administration (OSHA) General Industry and Health Standards, and Health Administration (OSHA) General Industry and Health Standards and 29 CFR, part 1926 Construction Standards. The Contractor shall promptly correct any non-complying work or conditions. Contractor shall be responsible to ensure its work does not affect the safety of the public or employees of the Government. Neither the Government nor its representatives shall bear any responsibility for safety precautions at the project work site. If, however, in the opinion of the COR a life-threatening condition exists, the COR will orally (to be confirmed in writing) require the Contractor to immediately suspend work in the affected area until the condition is corrected.

Whenever Contractor’s operations may create a hazardous condition, it shall at its sole expense, furnish, install and maintain such guards, fences, barricades, railing, light, signs, or other devices necessary to prevent accident, injury or damage to people or equipment.

c. The Contractor shall submit a Safety Plan within five (5) days prior to working starting. To include but not limited, open flames, debris, cleanup, work place safety methods, and emergency procedures. The Safety Plan must be available on site at all times and must be reviewed with all subcontractors working under this contract for the duration of the contract project.

d. The contractor SHALL ensure all employees, sub-contractors, venders, and other company representative adhere to all safety rules, regulations, policies and practices.

e. The Contractor shall keep the project site in a neat and orderly condition at all times.

f. The Contractor shall submit a Spill Protection Plan within ten (10) days prior to work starting.

1.12 WORKMANSHIP

All work shall be of highest quality and in strict accordance with the manufacturer’s published specifications and to the building owner’s satisfaction, most recent codes and standards.

1.13 QUALITY ASSURANCE

a. Unless otherwise noted in the contract documents, the Contractor shall comply with the manufacturer’s current specifications and details.

b. Provide adequate number of experienced workmen regularly engaged in this type of work who are skilled in the application techniques of the materials specified. Provide at least one thoroughly trained and experienced superintendent on the job at all times when work is in progress.

c. There shall be a site superintendent on the job site at all times while work is in progress. The site superintendent must be an employee of the general contractor.

d. There shall be no deviations made from this specification or the approved shop drawings without the prior written approval of the COR. Any deviation from the manufacturer’s installation procedures must be supported by a written certification on the manufacturer’s letterhead and presented for the specifier’s consideration. All substitutions requests for products, equipment, materials and methods described within the contract documents shall be submitted to the COR. Substitutions request are not permitted prior to the Notice to Proceed. Substitute products will be considered when the request is submitted in writing to the COR. The COR will have seven (7) working days to approve/disapprove substitution request.

Substitution request shall not result in schedule extensions.

e. Professional agencies, associations, councils, institutes, codes, and standards as required or referenced by law, statue or manufactures recommendation including those listed in Appendix #1 are part of the contract requirements.

1.14 JOB CONDITIONS, CAUTIONS AND WARNINGS

a. Safety Data Sheets (SDS) must be on location at all times during the transportation, storage and application of materials. A separate set shall be given to the COR five (5) days prior to starting of the work.

b. The Contractor shall not cause or permit any hazardous material to be brought upon, kept or used in or about the premises by its agents, employees, or subcontractors without the prior consent of the COR.

Hazardous materials that are necessary to the performance of this contract shall be used, kept and stored in a manner that complies with all laws regulating any such hazardous material brought upon or used or kept at this site. Contractor shall provide Safety Data Sheets to the COR for any hazardous materials used in the performance of this contract.

c. As used herein, the term “Hazardous Material” means any hazardous or toxic substance, material, or waste, including but not limited to, those substances, materials, and wastes listed in the Department of Transportation Hazardous Material Table (49 CFR 172.101) or by the Environmental Protection Agency as hazardous substances (40 CFR Part 68.130) and amendments thereto, petroleum products, or such other substances, material, and wastes that are or become regulated under any applicable local, state, or Federal law.

1.15 WARRANTY

Provide manufacturer’s warranty covering both labor and material with no dollar limitation for one year.

1.16 GENERAL

a. Comply with the manufacturer’s published instructions for the installation of specified products, and installation requirements per the contract documents.

b. Comply with all federal, state, and local rules and regulations for the installation and requirements per the contract documents.

c. The Contractor is responsible for his/her own security arrangements including subcontractors, material, tools, equipment, and personnel.

d. Work in Progress: The Contractor shall be responsible for the protection and safe keeping of all work in progress prior to occupancy or final acceptance by the Government.

e. All methods, materials and workmanship provided by the Contractor under this contract shall, as a minimum, be performed in accordance with professional industry standards and shall comply with applicable codes for construction. Field measurements are the responsibility of the contractor.

f. Final Acceptance and Inspections:

1. Inspection of work to be performed by the NEFSC facilities maintenance supervisor and COR. Any corrective action required as a result of the inspection will be accomplished prior to final monthly billing.

2. The Contractor may be notified of deficiencies in performance in writing by the COR. Oral deficiency notifications will be confirmed in writing. Prompt corrective action shall be taken by the contractor upon notice of deficiency.

3. The contractor shall advised that the Government when all work is completed. The Government will not accept the work until it determines that all work has been satisfactorily completed within the terms of the contract.

1.17 CLEAN UP

Perform daily clean-up to collect all wrappings, empty containers, paper, and other debris from the project site.

Upon completion, all debris must be disposed of in a legally acceptable manner. The Contractor shall ensure that the project area and areas adjacent to the project area are maintained in a clean and safe condition.

PART 2 - REPLACEMENT OF TIMBER FENDER SYSTEM

2.0 GENERAL

2.1 SUMMARY

The work covered by this section consists of furnishing all materials, labor, tools, and equipment for;

replacement of identified timber fendering system along an approximate 200-foot length of existing bulkhead at the NOAA Woods Hole Northeast Fisheries Science Center, with a new fendering system including new composite rails, composite wales, new composite blocks, new steel connection plates, new hardware and fasteners; and all miscellaneous hardware needed to complete the work as shown on the contract drawings and specified herein. The actual sizes and location of timber replacements and support beams shall be as noted on the Contract Drawings.

GENERAL REQUIREMENTS

AISC Steel Construction Manual shall govern any structural steel work. Structural steel fabrication and erection shall be performed by an organization experienced in structural steel work of equivalent magnitude. The Contractor shall be responsible for correctness of detailing, fabrication, and for the correct fitting of structural members. Substitution of sections or modification of connection details will not be accepted unless approved by the Contracting Officer.

SUBMITTALS

Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government.

SD-01 Preconstruction Submittals Work Plan; G, RO Prior to removal/replacement of the existing timbers, a detailed removal and replacement plan is required. The plan shall conform to the sequence, work limits, and other requirements specified in this section.

SD-02 Shop Drawings

Detail drawings of composite and rubber fender replacements/realignments. Detail drawings shall indicate materials and all shop and field erection details including new galvanized connection plate details.

RESPONSIBILITY FOR ERRORS

The Contractor shall be responsible for making all field measurements before fabrication. Errors of detailing, fabrication, and for the correct fitting of the structural components shall be the responsibility of the Contractor.

WORK LIMITS

The work limits for the replacement of the timber fender system shall be restricted to the areas shown on the Contract Drawings.

TIDAL IMPACT ON WORK

Replacement of the fender system may require work to be performed at low tide. Work on the lower row of channel fender timbers will require scheduling around negative low tides.

PART 3 - PRODUCTS

3.1 MATERIALS

3.1.1 Composites

All composite elements shall conform to ASTM D7258. Composite wales shall be Type VI and have a minimum flexural strength of at least equal to Select Structural Southern Pine.

3.1.1.1 Composite Fenders

Composite fenders used for replacement shall be composed of recycled plastic and shall not be reinforced, except as noted. Fenders shall have a minimum yield strength of 2,700 psi.

3.1.1.2 Composite Ladders

As shown on the contract drawings and in accordance with ANSI A14.3.

3.1.1.3 Acceptable Products

An acceptable composite fender product is "SeaTimber", as manufactured by Bedford Technology, LLC, or Lee Composites, Inc., Tekmarine Systems, LLC, Trelleborg, Inc., or approved equal.

3.1.2 Metals

3.1.2.1 Steel Connection Plates

Steel connection plates shall be sized as indicated on the contract drawings and conform to ASTM A36/A36M. Plates shall be galvanized by the hot-dip process in accordance with ASTM A153/A153M, as applicable.

3.1.2.2 Steel Bolts and Screws

Bolts, threaded rods and self-tapping screws shall conform to ASTM A307, Grade B. Bolts shall be galvanized by the hot-dip process in accordance with ASTM A153/A153M, as applicable.

3.1.2.3 Steel Nuts and Washers

Steel nuts shall be hex style and conform to ASME B18.2.2, steel washers shall be TYPE A, plain and conform to ASME B18.21.1. Steel nuts and washers shall be galvanized in accordance with the requirements of Class C of Specification ASTM A153/A153M unless noted otherwise.

3.1.2.4 Steel Hardware

Steel hardware shall conform to ASTM A36/A36M and ASTM A325 and be hot-dipped galvanized in accordance with the requirements of Class C of Specification ASTM A153/A153M unless noted otherwise.

3.1.2.5 Carbon Grade Steel

Carbon grade steel shall conform to ASTM A36/A36M.

3.1.3 Epoxy Adhesive

Epoxy adhesive shall be an anchoring adhesive suitable for anchoring threaded rods in both uncracked and cracked concrete.

3.1.3.1 Acceptable Products

Hilti HIT HY-200, Sika AnchorFix-2020, Simpson String Tie SET-3G, or approved equal.

PART 4 - EXECUTION

4.1 FENDER REPAIR WORK ITEMS

Remove all existing timber fenders, steel connector plates, and existing bolts that attach to the existing fendering system. For the upper wale, fabricate the new inner and outer wales, along with new composite blocks, and attach with new fasteners to the existing bulkhead concrete cap. For the lower wale, fabricate and attach the new steel connector plates to the existing steel channels. Fabricate and attach new wales along with new composite blocks to the plate with new fasteners. Attach the new composite rails to the outer wales with fasteners. Spacing of composite rails and safety ladders shall be as shown on the contract drawings.

Care shall be taken by the Contractor not to damage the existing reinforced concrete cap, sheet piling wall, and any wall anchorage.

4.2 CONSTRUCTION

Trim fenders to length, if necessary, and drill bolt holes in order for installed composite finders to conform to contract drawings to the greatest extent possible.

4.2.1 Composite Fenders

Fenders noted on the plans at the sheet pile wall shall be removed and replaced with new composite fenders furnished by the Contractor. Connection hardware shall be new.

4.2.2 Connection Plates

Existing steel connection plates shall be utilized for the new fendering connection. The contractor shall be prepared to conduct metal repairs if pinholes or other minor damage is apparent. Should deterioration exist that is unfit for new connection, as deemed by the Contracting Officer, fabrication of new connection plates shall occur and shall conform to the details shown on the Contract Drawings.

4.2.3 Fastening

All existing bolts shall be reused to the greatest extent as possible. Where bolts are used to fasten fender to steel, bolt members together when they are installed and retighten immediately prior to final acceptance of contract. Anchor bolts may need to be field cut to adequately fit the new fenders per the contract drawings.

4.2.4 Epoxy Adhesive Anchors

Drill holes for anchors using drilling equipment suitable for the intended purpose, as approved by the Contracting Officer. Embedment depth and diameter of holes shall be as recommended by the adhesive manufacturer.

Embedment length shall also be determined based on the full strength of the steel. Clean holes by flushing with water and compressed air prior to placing adhesive anchors. Anchor with epoxy adhesive. Place epoxy adhesive and install anchors as recommended by the manufacturer. Remove excess adhesive after the anchor has been set in place.

4.3 INSTALLATION

The installation shall match the contract drawings to the greatest extent possible. Members shall be closely fitted, accurately set to required lines and levels, and rigidly secured in place. Care shall be taken by the Contractor not to damage items that are to be reused or not to be worked on. All items damaged by the Contractor shall be replaced at the Contractor's expense.

4.3.1 Structural Connections

Anchor bolts and other connections between the structural steel and foundations shall be provided and shall be properly located and built into connecting work. Field welded structural connections shall be completed before load is applied.

4.4 FIELD TREATMENT

Smoothing and deburring of cuts and drill holes made by the Contractor on the composite fenders shall be performed in the field.

4.4.1 Field Treatment of Drilled Structural Steel Connections

Smoothing and deburring of cuts and drill holes made by the Contractor on the steel connection plates shall be performed in the field. Following the installation of bolted connections spot paint connection points with a surface-tolerant epoxy composite engineered specifically for in-situ application to wet, oil contaminated and underwater surfaces. Per manufacturer recommendations and BMP.

4.5 TIDAL CHARTS

Tidal Charts for the NOAA Woods Hole Northeast Fisheries Science Center for the period through the end of 2021 are available upon request from the Contracting Officer. If the construction period extends into 2022, the contractor may get 2022 tide charts from the National Oceanic Atmosphere Administration (NOAA).

Tide information is also available from the NOAA website at www.noaa.gov. Data and information furnished is for the Contractor's use. The Government shall not be responsible for any interpretations or conclusions drawn by the Contractor from the information or data. The tides at the site are semidiurnal, with two high and two low waters occurring each lunar day (approximately 24 hours and 50 minutes). The mean range of the tide is 8.3 feet. Predicted hourly heights (in NGVD) will be available to the Contractor upon request.
