About this file

This document is an amendment to a solicitation for a firm-fixed-price contract to remove and replace fendering at the Woods Hole Laboratory. The National Oceanic and Atmospheric Administration, through the Northeast Fisheries Science Center, is seeking a contractor to remove 200 feet of existing fendering system along the west bulkhead and install a new system. The project value is estimated between $250,000 to $500,000. The amendment provides responses to vendor questions about design specifications, quantities, and colors. Except for the changes in the amendment, all other terms and conditions of the original solicitation remain in effect.

a. Solicitation Amendment 0001 is issued to:

1) Provide responses to questions pertaining to the Request for Quotation (RFQ) that were received on or before

June 16, 2021 as included below:

Vendor Question 1: Please review the bolt spacing requirements and hole size for bolts in the 1 ft spacer blocks to be attached to the concrete cap. Larger blocking lengths may be necessary for this spacing and bolt sizing.

Government Response to Vendor Question 1: Drawings provided were not Engineer Certified, field verify prior to bid submission.

Vendor Question 2: For the 1” dia. bolts are flat washers to be used or dock washers, with the locking washers?

Government Response to Vendor Question 2: Dock washers with locking.

Vendor Question 3: Plan S-501 shows both existing 1” dia. anchor bolts and new 1” dia. anchor bolts can a quantity of new and existing anchor bolts be provided?

Government Response to Vendor Question 3: Existing inner whales that attach to the concrete cap are 18’ in length; which means the existing anchor bolts are approximately every 18’. The existing inner whales are supported at the center point of each 18’ section with I-beams embedded into the concrete cap.

Replacement inner whales will be 9’ in length and fastened every 9’; which means there are 50% more (new) anchor bolts, excluding any replacement of existing, and the new anchor bolts will be installed at the existing support I-beam locations. Approximately 70% of existing anchor bolts will need to be replaced; Contractor to field verify prior to quote submission.

Vendor Question 4: What depth will new anchor bolts need to be embedded into the existing concrete cap?

Government Response to Vendor Question 4: Drawings of existing structure called for 1” x 1’-5” anchor bolts; which suggests existing depth is approximately 5” embedded into concrete cap; should be field verified.

Vendor Question 5: Are GCs to figure installing new nuts and washers on the existing anchor bolts to be re-used?

Government Response to Vendor Question 5: Yes, any existing anchor bolts that can be reused will need new locking and dock washers. Additionally, all bolts and washers used at the waterline connections should be considered new during replacement.

Vendor Question 6: The new wale lengths proposed to be installed are approximately half the length of the existing. Is there a reason for this? It is not as cost efficient as putting in the lengths currently in place.

Government Response to Vendor Question 6: The change to existing design eliminates the need of 43 - 10” x 10” x 15’ vertical timbers.

Vendor Question 7: Will additional ½” x 24” x 24” galvanized plates at the lower waler be required for the apparent shorter wale lengths proposed to be installed?

Government Response to Vendor Question 7: No, See drawings. Existing whale lengths at waterline are 9’ and supported/attached to existing ½” x 24” x 24” galvanized plates.

Vendor Question 8: What color should the composite lumber be for the wales and blocking? Also, should ladders be a different color?

Government Response to Vendor Question 8: Color shall match throughout entire project; actual color subject to approval from the Government upon submittals.

2) Except for the changes made herein all other terms, conditions and provisions of the solicitation (and Attachments) remain unchanged.
