About this file

This is Addendum No. 1 to Request for Proposal DLA-2026.04 issued by the State of Florida, Department of Legal Affairs, Office of the Attorney General for a compensation analysis and market pay study. The addendum, dated July 1, 2026, clarifies and modifies various sections of the original RFP and provides answers to twenty-five questions submitted during the questions and answers period. Key modifications include revisions to the basis of award criteria in Section 7.1, clarifying that the OAG will award to the responsible and responsive respondent with the highest total score considering both technical and price proposals, and updates to the Price/Rate Sheet and Attachment E listing the thirty Office of Attorney General job positions and classifications subject to analysis. The addendum confirms that written questions were due June 25, 2026, with proposals due July 9, 2026 at 2:00 p.m., and the anticipated award posting date is July 16, 2026. The contract term runs from July 31, 2026 through January 4, 2027, with no renewal options. Key deliverable dates include data collection due August 31, 2026; data summary by September 15; gap analysis by October 9; draft phased implementation plan by November 13; draft final report by November 30; final report by December 7; and PowerPoint presentation by December 15, 2026.

The study requires comparison of the thirty OAG positions to comparable positions in the federal government, state attorney general offices in Texas and Tennessee, private law firms with over 100 attorneys in Jacksonville, Miami, Orlando, and Tampa, state attorney offices in seven Florida judicial circuits, county government in four Florida counties, and city government in four Florida cities. The RFP is fixed-price with technical proposals weighted at 80 points and price proposals at 20 points. Minimum qualifications require documentation of three compensation and market pay studies for the public sector within the past seven years, with at least one involving legal or attorney positions or ten or more positions; a Project Team Lead with minimum five years of direct compensation study experience; and at least one Project Team Analyst with public sector compensation data experience. All personnel must pass Level 2 background screening and comply with E-Verify employment eligibility verification. The OAG indicated no anticipated budget range and that the study will address external market compensation only, with salary-only recommendations rather than total rewards analysis. The OAG will provide incumbent salary information, current salary ranges, job descriptions, employee counts by position, and tenure data for attorney positions.
