The project entails replacing approximately 1,800 linear feet of existing 6-inch and 8-inch ductile iron water main with 8-inch PVC water main across Alexandre Way, Trouvaille Court, and a section of Huckleberry Lane. Sealed bids will be received electronically through BidNetDirect.com until 1:00 PM on August 12, 2024, with a public bid opening via Teams at 2:00 PM the same day. A mandatory pre-bid conference is scheduled for July 31, 2024, at 10:00 AM in the Parks and Recreation Conference Room. The work includes connecting the new water main to a higher pressure system, fire hydrant replacement, and internal home plumbing modifications. The project is expected to be substantially completed by October 16, 2024, with a final closeout date of October 31, 2024.
The bid documents require a 5% bid bond for projects exceeding $50,000, with performance and payment bonds required for 100% of the contract amount. The City of Steamboat Springs will evaluate bids based on the lowest responsible bidder, with the right to reject any or all bids. The estimated project cost includes multiple bid schedules covering general conditions, water system improvements, roadway work, and residential plumbing modifications. Contractors must provide detailed documentation, including a Construction Site Management Plan, traffic control plan, and comply with various technical specifications and engineering standards. The project involves utility coordination, erosion control, and specific requirements for materials testing, surveying, and site management, with a focus on minimizing disruption to the existing residential neighborhood.

Withdrawn projects may be subsequently rebid. For bidding purposes, all Contractors must be aware that this may occur.

As such, the Basis of Award shall include the base bid plus the allowance listed in the bid form. Following receipt of bids, the City shall meet with the apparent low bidder and the City’s Engineer-of-Record to complete a project potholing plan and to make any changes required to advance the For Bid documents to For Construction documents. These potential changes are envisioned to focus on changes to the project plan sets, measurement and payment and final project budget. These final changes do not include how the project is managed or administered.

The method of measurement and payment shall be as indicated in the Standard Specifications unless otherwise indicated in these Special Provisions or on the Bid Schedule.
4.0 DUST CONTROL AND DAILY SITE CLEANUP

Payment for dust control will be made on a lump basis under “Dust Control
(Performed Daily).” Payment for daily site cleanup will be made on a per day basis until such time as paving occurs. If in the opinion of the City’s Project Engineer the site is not kept in good condition on any given day, payment for “Daily Site Cleanup” will not be made for that day.

Testing requirements shall be as outlined in Section 24 of the Standard Specifications.
