About this file
This is Addendum No. 2 to a solicitation issued by the State of Hawaii Department of Transportation Airports Division for the furnishing and delivery of two multi-purpose structural fire fighting vehicles. The first vehicle is designated for Kahului Airport on Maui, and the second for Daniel K. Inouye International Airport on Oahu. The addendum, issued on May 15, 2026, provides responses to eight requests for information submitted by vendors regarding technical specifications. The original proposal submission deadline was May 15, 2026, for solicitation B26002508 FS1219-26. Delivery of both vehicles must occur within 1,095 calendar days from the Notice to Proceed. The specifications for these procurements are restrictive with no substitutions or equal products permitted; bidders must specify the exact Pierce model being offered and demonstrate full compliance with all technical requirements outlined in the solicitation documents.
The addendum demonstrates that the State of Hawaii rejected all vendor requests for specification modifications or deadline extensions. Specifically, vendors requested changes to wheelbase specifications (from 195.00 to 220.00 inches), gross vehicle weight rating (from 46,500 to 53,800 pounds), hose tray capacity adjustments, hose bed configurations, rear compartmentation dimensions, and removal of the pike pole requirement. All eight requests were denied with the directive to "bid accordingly." The State also declined a vendor request for a two-week extension of the question and offer due dates, requiring vendors to proceed with their bids based on the original specifications. Award will be made to the lowest responsive and responsible bidder within sixty calendar days of bid opening based on total price comparison, with pricing serving as the sole evaluation criterion.
