This is Addendum No. 1 to a solicitation issued by the State of Hawaii Department of Transportation Highways Division for fencing repairs at various locations on the Island of Oahu under Project No. HWY-OM-2027-39. The scope of work consists of fencing repairs on an open-end, as-needed basis, potentially including repair or replacement of posts, concrete footings, fencing fabric, and gates, as well as complete removal, disposal, and restoration of damaged fencing material. The work is divided into four separate areas, with bidders permitted to bid on any or all areas; separate contracts will be awarded for each area, though a single combined contract will be issued if one bidder is determined the lowest bidder for multiple areas. The proposal schedule itemizes work by area, including fence fabric at varying heights (4, 5, and 6 feet), line posts, end posts, corner posts, pull posts, gate posts, top rail, gates of varying widths, invasive species management at $10,000 per area, electronic message boards, and endangered species protection at $50,000 per area. The pre-bid meeting was held virtually on October 21, 2026, at 10:00 a.m. Hawaii Standard Time, with one attendee from Bolton Inc. Requests for Information must be submitted through HIePRO by October 23, 2026, at 2:00 p.m. Hawaii Standard Time. Proposals are due November 6, 2026, at 2:00 p.m. Hawaii Standard Time and must be submitted electronically through HIePRO. The contract period is 24 months from the Notice to Proceed, with an option to extend for three additional 12-month periods upon mutual agreement.

Bidders must submit a proposal guaranty of 5 percent of the total amount bid per area in the form of a surety bid bond, cash, cashier's check, or certified check. Bidders must possess a valid State of Hawaii General Engineering "A" or Specialty Contractors "C-32" license at the time of bidding and must maintain an office on the Island of Oahu to be eligible for award. A minimum of 80 percent of the workforce must consist of Hawaii residents. Hawaii bidder preference of 5 percent is available for evaluation purposes only to bidders who submit the completed Hawaii Bidder/Offeror Preference Certification Form (SPO-081). Apprenticeship Agreement Preference of 5 percent is available for bidders with valid certifications of participation in approved apprenticeship programs under Hawaii Revised Statutes Section 103-55.6; bidders receiving this preference must submit monthly certifications during contract performance. Hawaii Products Preference and Recycled Product Preference do not apply to this solicitation. Contractors are required to respond to fencing work requests within 48 hours of notification. The quantities listed in the proposal schedules are approximate and for bidding purposes only, with no guarantee of actual work volume. Unit prices shall prevail in case of discrepancies between unit prices and totals. The contract is an open-ended requirements contract with payment based on actual quantities of work performed and materials furnished at the unit bid prices submitted.

7. Bidders may bid on any or all areas. Separate contracts will be awarded for each area, but if a bidder is determined the lowest bidder for multiple areas, one combined contract will be awarded.

B. Bidder was invited to ask questions. Here is a list of bidder questions along with HDOT’s response:

1. Question: What is the extent of the repairs? Would it be replacing the chain-link on it or would it be complete repairs like new poles, new posts? How far and how specific would each repair get? Or is it just a general, we would not have to worry about site-specific issues when it comes to these kinds of repairs?

HDOT Response: It could involve repairing posts, concrete footings, fencing fabric, and gates. It could include complete removal, disposal, restoration of the area of the damaged fencing material. The work is described in Section 110 of the Special Provisions.

C. The following reminders were given:

1. All requests for information (RFIs) must be submitted in writing through HIePro by Friday, October 23, 2026, at 2:00 p.m. HST. Any questions received after the deadline will not be addressed and verbal RFIs will not receive a response.
