About this file

This Addendum No. 1 document, issued by the Hawaii Department of Transportation on July 29, 2026, modifies the solicitation for furnishing and delivering Adopt-A-Highway supplies to Highways District Offices and Baseyards across six islands: Hawaii, Kauai, Lanai, Maui, Molokai, and Oahu under project HWY-ME-26-006. The solicitation requests ANSI Class 3 Type R high-visibility safety vests and shirts in adult sizes (Small through XXXL) imprinted with the Adopt-A-Highway logo, disposable nitrile gloves (5 mil, 100-count boxes), and opaque orange trash bags (32-33 gallon, 1.7 mil LDPE, 200-count boxes) imprinted with the logo. Estimated annual quantities vary by district, with the most significant demand from the Maui District (850 vests and 975 shirts combined) and Oahu District (900 vests). All goods must be new, current production year, and defect-free, with delivery required within sixty days of order placement. Proposals are due August 4, 2026 at 2:00 p.m. Hawaii Standard Time, submitted electronically through HIePRO. The contract term is twelve months from the Notice to Proceed with four optional twelve-month renewal periods at the State's discretion. Award will be based on the lowest responsive and responsible bid, with contract award expected within sixty calendar days of bid opening.

Pricing must remain fixed during the initial twelve-month contract period, with price increase adjustments permitted before renewal terms upon justification. A minimum order value of $1,000 per purchase order applies. All bids must include Federal, State, County, and other applicable taxes and fees. Liquidated damages of $25 per working day are assessed for failure to furnish and deliver as specified. The contractor bears all costs including labor, materials, equipment, delivery to designated locations, and taxes. No bid, performance, or payment bonds are required. Bidders may elect to receive a five percent Hawaii bidder preference if they meet specific criteria established in Hawaii Revised Statutes 103D-302, requiring submission of Form SPO-081 with their bid. The contractor must respond to all Engineer communications within five working days during normal business hours (Monday-Friday, 8:30 a.m. to 3:00 p.m. HST, excluding state holidays). The project manager is Mindy Kimura, located at 650 Palapala Drive, Kahului, HI 96732, reachable at (808) 260-5783 or mindy.k.kimura@hawaii.gov.
