About this file

This is Addendum No. 1 issued by the State of Hawaii Department of Transportation Airports for the repair of asphalt concrete pavement at Hilo International Airport (State Project No. BH1624-33). The addendum, dated July 21, 2026, provides the pre-bid meeting minutes and responses to requests for information. The project is an open-ended, three-year contract requiring contractors to provide paving maintenance services including pavement removal, herbicide application, crack sealing, placement of new pavement, and airfield marking on an as-needed basis. A pre-bid meeting was held on July 6, 2026, via Microsoft Teams with attendance from state representatives, consultants from AECOM and Parsons, and contractors including Grace Pacific, H.O.E.I.S.F., and Isemoto Contracting. The question submission deadline was July 13, 2026, at 2:00 p.m. Hawaii Standard Time, and the bid submission deadline is August 3, 2026, at 2:00 p.m. via HIePRO. The contract duration is three years from the Notice to Proceed.

Key project requirements include contractor responsibility for all foreign object debris (FOD) management, acquisition of all Airport Operations Area (AOA) badges and vehicle decals, securing a staging area in coordination with airport management, and maintaining equipment removal capability for breakdowns occurring within the AOA. The contractor must comply with Special Provisions sections 7.21, 8.20, and 8.21 for AOA operations, and no line items may be bid at $0. Allowance expenditures require written justification and approval from the State Project Manager prior to expenditure. One response to a request for information clarified that TuffTex Materials' notification regarding product availability was informational rather than a formal substitution request, indicating that the product meets the solicitation specifications.
