About this file
This is a bid solicitation document for the State of Maine's Division of Purchases seeking an annual contract for automotive filters including air, oil, and fuel filters to support all using state agencies. The contract period is one year from the date of award, with the state utilizing both traditional delivery orders and procurement card payments for purchases. The solicitation references an attached Excel spreadsheet containing specific part numbers currently used by the state's existing vendor, though bidders are not required to match these exact products. The state anticipates that the successful vendor will provide comprehensive catalog coverage of similar filter products and maintain updated spreadsheets as new items become available. All filters must meet first-grade material and workmanship standards in accordance with current federal specifications and original equipment manufacturer requirements. Delivery is required within seven days of order receipt to statewide locations, including approximately 100 Maine Department of Transportation facilities spanning from York to Madawaska, with all transportation charges prepaid and delivered FOB destination.
Pricing must remain firm throughout the entire contract period with no adjustments permitted. The state requires acceptance of the Maine Procurement Card as a payment method with no surcharges allowed, and bidders unwilling to accept this condition will have their bids rejected. Vendors must indicate willingness to extend contract pricing to Maine political subdivisions and school districts. The Division of Purchases reserves the right to extend the contract up to two additional years beyond the initial one-year term with contractor consent, and may cancel the agreement with 30 days' written notice or immediately if the contractor fails to conform to contract terms. Contractors will be required to submit purchase summaries upon request, and all questions regarding the solicitation must be submitted through the official Question and Answer link on the solicitation details page.
