About this file
This is a project boundary map file related to a Request for Statements of Qualifications issued by Volusia County's Office of Recovery and Resiliency for design and engineering services associated with flood mitigation improvements on East Taylor Road in DeLand, Florida. The map depicts the Taylor Road Flood Mitigation Project boundary within the project area, showing the geographic limits of the 1,080-acre Lake Towanda basin where the proposed stormwater pump station, force main installation, and water retention expansion will be constructed. The project scope encompasses twenty deliverables including topographic and boundary surveys, environmental review with wetland delineation and endangered species surveys, utility identification, pre-application meetings with regulatory agencies, geotechnical and subsurface utility engineering services, and preparation of construction documents at multiple completion phases (30%, 60%, 90%, and 100%). Responses to the Request for Statements of Qualifications must be submitted electronically through the County's eProcurement Portal by 3:00 p.m. on May 21, 2026, with a question submission deadline of May 7, 2026. The contract will be awarded to one or multiple firms, with the project schedule structured as nine months for final design and permitting, three months for bid advertisement and contractor selection, sixteen months for construction, and two months for grant closeout.
Qualifications will be evaluated based on firm qualifications and assigned personnel (30% weight), relevant experience with similar projects demonstrating a minimum of five years of service in stormwater design, floodplain management, environmental engineering, and state and federal permitting programs (40% weight), and project approach and methodology (30% weight). This project is funded through a U.S. Department of Housing and Urban Development Community Development Block Grant for Disaster Recovery (CDBG-DR) to address hurricane-related damage from Hurricane Ian (September 2022) and Hurricane Milton (October 2024). Respondents must comply with federal E-Verify requirements, register with SAM.gov, maintain professional licensing in Florida, and meet comprehensive insurance requirements including commercial general liability with $1,000,000 each-occurrence limits, $2,000,000 general aggregate, $1,000,000 combined single limits for auto liability, and $2,000,000 per claim/$2,000,000 aggregate for professional liability. Compensation will be structured through task assignments that may be fixed fee, time and materials, cost-plus-fixed-fee, or guaranteed maximum-not-to-exceed bases, with payment on undisputed invoices within forty-five business days of receipt. The County has reserved the right to reject any or all proposals and retains authority to terminate the contract with thirty days' notice or for non-appropriation of funds.
