About this file
This is an Evaluation Criteria document for Volusia County's Office of Recovery and Resiliency in Florida, which is soliciting design and engineering services for the CDBG-DR East Taylor Road Pump Station and Water Retention Expansion project in DeLand. The project aims to address flood mitigation improvements resulting from Hurricane Ian damage in September 2022 and is funded through a U.S. Department of Housing and Urban Development Community Development Block Grant for Disaster Recovery. Proposers must submit complete documentation in conformance with the Request for Qualifications requirements, with evaluation based on three primary criteria weighted at 30, 40, and 30 percent respectively, using a 0-5 point scoring scale where 0 indicates no submission and 5 indicates exceeds expectations.
The evaluation criteria assess firm qualifications and assigned personnel (weighted 30 percent), requiring documentation of staff credentials, professional affiliations, years of experience in stormwater design, floodplain management, and environmental engineering, along with experience of prime and sub-consultants; relevant experience (weighted 40 percent), requiring three references demonstrating minimum five-year relevant service history, documented familiarity with stormwater management and flood mitigation projects, experience with state and federal regulatory programs, grant funding administration, and proficiency in stormwater pump station and forcemain design and permitting; and project approach (weighted 30 percent), evaluating overall methodology, quality of previous performance, ability to perform within budget and specified timeframes, and availability of contractual services. All proposals are assessed for timeliness of submission and conformance with RSQ requirements as a prerequisite to scoring.
