About this file

This is a Questions and Answers document for an RFI (Request for Information) regarding Actuarial and Catastrophic Modeling Consulting Services for FEMA, identified as SAM Notice ID: FID11262024.

The document addresses three key questions from potential vendors. It clarifies that the geospatial and actuarial consulting work will be procured as two separate actions, though the actuarial consultant must provide some geospatial expertise for rating purposes. It confirms that vendors can use a single response for both the Contractor Capability Statement sections B.1/B.3 and RFI Question 1, which deal with experience in actuarial services, catastrophe modeling, and data validation. The final question addresses FEMA's premium calculation process, with the agency noting they seek to eliminate inconsistencies that occur when developing/updating the rating structure across Excel, SQL, and the rating engine systems.

Request for Information SAM Notice ID: FID11262024 Questions and Answers

(Actuarial and Catastrophic Modeling Consulting Services)

Thank you for the opportunity to ask questions about the November 26, 2024, Actuarial and Catastrophic Modeling Branch Request for Information (RFI).

1. Some of the capabilities and work of this RFI overlap with the previous Sources Sought Notice (SSN) Number 70FA6024I00000003, attached. Is it expected that the geospatial work in the previous SSN will be procured separately from the work of this RFI (if FEMA undertakes procurement actions)?

The geospatial and actuarial consulting work will be two separate actions. However, the expectation is that the actuarial consultant still provides a level of geospatial expertise to provide input and review on the geospatial layers and other products used for rating.

2. The RFI Response for B. Contractor Capability Statement B .1 (Summarization of relevant projects showing capabilities) and B.3 (Past performance in applicable areas) are almost the same as RFI question 1. Capability Statement “Specifically, highlight your experience with actuarial services and pricing natural catastrophe risk, catastrophe modeling, and data validation.” Is there a difference in the kind of information you are looking for under section B vs. RFI question 1? In addition, does the one-page limit for B.1 apply to the capability statement question in the RFI questions?

It is acceptable to use a single response for both questions.

3. Question 10 of the RFI focusses specifically on the premium calculation process. While the referenced document (https://www.fema.gov/sites/default/files/documents/FEMA_Risk-Rating- 2.0_Methodology-and-Data[1]Appendix__01-22.pdf) describes the premium calculation worksheet, it does not describe the specific process used by FEMA to perform premium calculations. Can you describe current premium calculation process used by FEMA where manual errors are occurring?

We want to eliminate the potential risk of inconsistencies that may occur when developing/updating the rating structure using excel, SQL, and in the rating engine. We want to ensure consistency in all solutions.
