About this file
This document contains questions and answers regarding Solicitation Number FHF23Q0109 from the Federal Housing Finance Agency seeking HR investigations services. The solicitation does not have an incumbent and estimates requiring approximately 10 investigations annually. Vendors are to only fill in pricing cells of Attachment B. A bachelor's degree is required for investigator positions with no substitution of experience allowed. Most work will be completed off-site with some witness interviews potentially remote. The non-disclosure agreement must be signed by only the project manager and trainers/facilitators. Vendors will use their own systems for deliverables with KiteWorks only needed for FHFA document access, creation, storage or sharing related to any trainings. Personnel shifting may be required to meet workload demands but vendors directly supervise their own employees. Invoice requirements only apply when substantiating documentation is needed for non-firm fixed price calls.

There is no incumbent.
Approximately how many investigations do you estimate that will need to be done in a calendar year?
Since this is new work, FHFA’s rough estimate is 10 cases.

No, the requirements are as-is.
Questions and Answers for Solicitation Number: FHF23Q0109
Please describe how FHFA expects vendors to work within Kiteworks. Vendors have their own internal design and development applications when producing deliverables.
Will the government remove this requirement?
KiteWorks is an FHFA provided system and will only be needed for any trainings that require accessing, creating, storing or sending FHFA-specific documents.
Does FHFA expect all vendor personnel working on any portion of the BPA to sign the nondisclosure agreement?
No, just the PM and trainers/facilitators of customized course (FHFA will request the NDAs when required).
The statement “COR may require the vendor to shift vendor personnel as necessary to meet workload demands and mission requirements” conflicts with the multiple statements where vendor employees are under the direct supervision of the vendor.
Will the Government remove this requirement?
Shifting personnel so they can work on different Calls based on FHFA priorities and managing personnel performance are separate items.
Will the Government revise the invoice contents section to be better suited for training and development services?
Removing the requirements for timesheets and/or names of employees performing the work from this section will align with SOW requirements.
Those items listed in the clause state they are only required when substantiating documentation is needed. Therefore, if a Call is firm fixed price, no substantiating documentation is needed. This is standard language in accordance with use of IPP.
