Request for Quotation FHF-23-Q-0057 Amendment #2 Questions and Answers
1. Given the data sample request would FHFA consider signing an evaluation agreement?
Answer: No.
2. Is there a preferred county/geo/region for the data sample? May vendor submit a county from a disclosure state?
Answer: Allen County, Indiana (18003) is preferred. Vendor may not submit data from a disclosure state.
3. What property types are in scope for this RFQ:
o SFR/Condo o SFR / Condo plus Multi-family (2-4 units) o 5+ units residential property
Answer: For evaluation purposes, we are interested in Single Family Residential properties.
4. For the required Geographic Coverage Report as described in 4.1.6 of the FHFA Real Estate Data RFQ, what is the breakdown expected for additional columns stratified as ‘2022-n’. Does ‘-n’ represent the months in 2022 or something else?
4.1.6 Geographic Coverage Report
The vendor shall identify the counties for which there is complete coverage (i.e., the dataset includes a reasonably complete census for all sales/purchases).
For a county to be considered “covered,” the dataset shall include sale/purchase date, sale/purchase price, property address and property type for a reasonably complete census of all property transactions that take place in the county. For counties that have sub-county jurisdictions (e.g., townships), the county shall be considered “covered” if transactions data are available for at least one sub-county jurisdiction.
The vendor shall provide the begin date for each county (the begin date shall reflect the first date on which the dataset incorporates a reasonably complete census of all property sales/purchases occurring in the county).
The vendor shall provide a table:
County number
Begin Year
Number of transactions in year 2022
Average Sale Price in year 2022 ….
Number of transactions in year 2022-n
Average Sale Price in year 2022-n
X 2000
XX 2002
XXX
XXXX
Answer: ‘-n’ is the number of years that the vendor has data for the specific county. May be different from row to row. For example, row X n=22; row XX n=20.
5. For our sample county data and related information, “Part B,” do you have a preferred delivery method?
Answer: The vendor must deliver sample county data and related information “Step 2, Part B” through an SFTP site. Additionally, vendor must provide necessary credentials to access the SFTP site/information.
