| # | Question | Answer |
| 1 | Although the provided price worksheet only leaves space for one price for both vehicle types, we recommend that both vehicle types be priced separately. This will help alleviate costs in all markets. | Agree. Attachment D is revised to reflect each vehicle type. |
| 2 | In years past, on average, how many sedan services have been ordered annually? And how many van services are ordered annually? | FHFA has no historical data as this is a new agency requirement. |
| 3 | In the past, what has been the largest number of vehicles ordered for a single day in a single market? | FHFA has no historical data as this is a new agency requirement. |
| 4 | In the past years, what are the maximum hours provided in one service? Where was this service? | FHFA has no historical data as this is a new agency requirement. |
| 5 | In the past years, what has been the average mileage per service? | FHFA has no historical data as this is a new agency requirement. |
| 6 | In years past, what is the average service duration (in hours)? | FHFA has no historical data as this is a new agency requirement. |
| 7 | What percent of the services ordered will be outside of Atlanta, GA; Boston, MA; Chicago, IL; Cincinnati, OH; Dallas, TX; Des Moines, IA; Indianapolis, IN; New York, NY; Pittsburgh, PA; San Francisco, CA; and Topeka, KS? | FHFA has no historical data as this is a new agency requirement. |
| 8 | The Wage Determination provided only covers counties within Massachusetts. What percent of the services ordered will be outside of the state of Massachusetts? | Please review Attachment C in its entirety for other locations. Percent of services ordered outside the state of Massachusetts is unknown as this is a new agency requirement. |
| 9 | Within the Price Worksheet provided, “80” is listed as the bid “Units”. Is the unit a measurement of hours? Or is it the number of services ordered? Or something else? | Per Attachment D, units are All-Inclusive Fixed Rate per Hour of Services (point-to-point ride, parking feeds, tolls, rate per mile, etc.). Reference Attachment B, Section 1.0 for additional explanation. |
| 10 | Is “80”, as the Unit (whether hours or services), expressed on a ‘per passenger’ basis? If not, is it described as a unit for the total of all 18 executives? | Per Attachment D, units are All-Inclusive Fixed Rate per Hour of Services (point-to-point ride, parking feeds, tolls, rate per mile, etc.). FHFA will pay the same rate regardless of the number of passengers. Reference Attachment B, Section 1.0 for additional explanation. |
Attachment D was revised to reflect 40 units for each vehicle type.
11 Is “80” an absolute maximum of units ordered in the course of a “year” (i.e. is it possible that multiple units of “80” could be ordered in the course of a year)? Per Attachment D, 80 is the estimated units per year. Units are All-Inclusive Fixed Rate per Hour of Services (point-to-point ride, parking feeds, tolls, rate per mile, etc.). As it is an estimate, number of units ordered will vary. Reference Attachment B, Section 1.0 for additional explanation.
Attachment D was revised to reflect 40 units for each vehicle type.
| 12 | The bid documents say that the FHFA minimum duration for services is one (1) hour for a sedan and van services - does the one-hour timeframe begin at the scheduled pickup time or at ‘garage-out’ time? | Reference Attachment B, Section 1.0. |
| 13 | On average, what percent of total services ordered within a year is pick up/drop offs at airports? | FHFA has no historical data as this is a new agency requirement. |
| 14 | What is the average group size? Or, how many passengers are typically booked for a single service ordered? | FHFA has no historical data as this is a new agency requirement. |
| 15 | When are services supposed to start? | Services will start upon award of the Purchase Order. Currently estimated by June 2023. |
