About this file
This document is a Request for Response (RFR) issued by the Massachusetts Executive Office of Public Safety and Security's Office of Grants and Research (OGR) for the Massachusetts Child Restraint Distribution Program. The RFR seeks qualified bidders to provide and deliver federally-approved child restraints, including infant car seats, convertible car seats, combination car seats, booster seats, travel vests, and car beds, to organizations across Massachusetts. Bidders must submit their responses electronically via COMMBUYS by the April 2, 2021 deadline, and the contract is expected to begin on June 1, 2021, with an initial term through August 31, 2021 and two optional one-year renewal periods.
The RFR specifies that this will be a reimbursement contract, with all invoices due to OGR by September 15, 2021, and the Commonwealth is tax-exempt. Bidders must agree to offer discounts through the Commonwealth's Prompt Payment Discount initiative and submit a Supplier Diversity Plan committing to partner with certified minority-owned, women-owned, veteran-owned, and other diverse businesses. Funding for the contract is contingent upon receipt of federal funds, and the Commonwealth reserves the right to add or remove authorized users during the contract term.
