FY21 Food for Progress (FFPr) Standing Supplemental NOFO
Questions received in June 2021
1. NOFO section D.3 indicates that an updated budget narrative (Attachment C-2) is only required
“if the requested supplemental funding will result in a significant change in scope from the original agreement and/or more than $1 million in supplemental administrative funds are added to the agreement. Awards that do not have a budget narrative as part of their existing agreement will need to submit one.” Does this guidance still hold if an organization requests additional monetization and freight funds to restore the anticipated proceeds to the original amount (which does not result in a $1 million increase to administrative funds or a significant change in scope), but also simultaneously requests a realignment of the original budget and a time extension of the project? Or in that case would a revised budget narrative be required, in accordance with the "Standard Operating Procedure: Grant Recipient Amendment Requests" posted on the FAIS home page?
Part D Section 3 of the NOFO indicates that an updated budget narrative is required as part of the application package because the total amount of Federal Funding Obligated to the agreement is being increased. If additional monetization and freight funds requested are to restore the anticipated proceeds to the original amount, this may mean very little needs to be updated within the Budget Narrative other than “Section 1: General Explanatory Comments”.
The “Standard Operating Procedure: Grant Recipient Amendment Requests” acknowledges that a Budget Narrative was not part of Food for Progress cooperative agreements prior to FY 2015.
For these older agreements, if the proposed amendment significantly changes the scope or more than $1 million is being added to the total amount of Federal Funding Obligated to the agreement, then a budget narrative is required.
