Frequently Asked Questions
FY 2021 Food for Progress (FFPr) Program
Standing Supplemental Notice of Funding Opportunity (NOFO)
Question 1: Who is eligible to apply?
Answer: Only FFPr award recipients with active FFPr cooperative agreements may be invited to apply. Please refer to Part C. Eligibility Information in the Supplemental NOFO.
Question 2: How should we apply to this Supplemental NOFO?
Answer: Once a determination has been made by the International Food Assistance Division
(IFAD) that circumstances warrant an amendment of an active agreement for additional funding, IFAD will contact the eligible applicant directly and request that the applicant submit an application consisting of the information outlined in Part D. Content and Form of Application
Submission in the Supplemental NOFO. Applicants that respond to the Supplemental NOFO without prior approval from IFAD will not be considered.
Question 3: What is the intent of this Supplemental NOFO?
Answer: The Supplemental NOFO was created to provide expanded transparency o f the amendment process for active/current agreements which are awarded additional funds. IFAD seeks to address monetization shortfalls identified in existing projects and add commodity and/or freight when circumstances warrant it.
Question 4: Does this Supplemental NOFO replace USDA’s FY 2021 annual Food for
Progress NOFO?
Answer: The Supplemental NOFO and the annual NOFO are two separate and distinct administrative mechanisms for funding FFPr agreements. The Supplemental NOFO is intended to address monetization shortfalls under current agreements.
Question 5: Will USDA review and respond to submissions to this Supplemental NOFO earlier than September 30th?
Answer: Yes. Subject to the availability of funding, USDA will send invitations to eligible applicants to apply for funding between now and July 2021. The application submission deadline for the FY2021 Standing Supplemental NOFOs is August 2, 2021. Under this NOFO, USDA will not consider amendments requesting supplemental funding after this date. This deadline provides USDA with adequate time to process the amendments before the end of FY 2021
(September 30, 2021). Please note that moving forward and subject to funding availability, USDA intends to issue future Standing Supplemental NOFOs at the beginning of each FY as an ongoing administrative tool to expanded transparency of our current funding.
Question 6: Will USDA accept unsolicited applications?
Answer: No.
Question 7: Will USDA accept unsolicited applications if my organization currently has an active FFPr agreement?
Answer: No. IFAD will invite organizations to apply. If your organization is currently implementing an active FFPr agreement and believes there is justification for a supplemental funding request, please begin initial discussions with your FFPr Program Analyst.
Question 8: Is the intent of awarding supplemental funding to provide a cost extension for existing awards?
Answer: IFAD may consider supplemental funding amendments which also extend the period of performance of the agreement, however, the primary purpose of this NOFO is to provide a mechanism for awarding supplemental funding to address monetization shortfalls in existing awards which does not extend the life of project/performance period end date in the agreement.
Question 9: As FAS is not specifically targeting cost extensions, supplemental funding which also extends the performance period end date, is there a recommended amount of time which should be remaining in an award?
Answer: No. FAS will consider supplemental funding requests on a case-by-case basis.
Question 10: Is there a limit to the number of supplemental awards an organization can receive?
Answer: No.
Question 11: Should an applicant’s budget documents describe the total federal funding or only the new supplemental funds?
Answer: The budget documents (SF-424, Budget Summary, and Budget Narrative) should describe the total Federal funding: the existing award amount plus the supplemental funds requested.
Question 12: Does this Supplemental Standing NOFO affect FAS’ administrative (no-cost) amendment process?
Answer: No. FAS will continue to accept requests for administrative (no-cost) amendments.
If your organization currently implements an active FFPr and believes an amendment is necessary, please begin initial discussions with your FFPr Analyst.
Question 13: Is this funding provided as a new agreement or an amendment to the existing agreement between FAS and my organization?
Answer: FAS will provide supplement funding as an amendment to an existing, active FFPr award between FAS and the recipient organization.
Question 14: Can funding under this Standing Supplemental NOFO be used in response to
COVID-19?
Answer: Yes. In select cases, FAS may invite applications for COVID-19 mitigation funding such as if complications from COVID-19 are delaying project implementation or if costs associated with implementing specific activities in the approved budget have increased due to COVID-19, then additional funding may be granted.
Question 15: Are all applicants required to answer “yes” to the SAM.gov Grants
Certification question: “Does the Non-Federal entity wish to apply for a Federal financial assistance project or program, or is the Non-Federal entity currently the recipient of funding under any Federal financial assistance project or program?”
Answer: Yes. All applicants, both domestic and foreign organizations, must answer “Yes,” to this question before the amendment awarding supplement funding can be signed.
Question 16: Do applicants who are a foreign organization or a foreign public entity also have to certify to the “Financial Assistance General Representations and Certifications” in
SAM.gov?
Answer: Yes. Certifications this must be completed before the supplement amendment can be signed. Not all terms apply to foreign entities; however, the Lobbying Disclosure term within the certifications does apply to foreign organizations and foreign public entities.
Question 17: I have another question which wasn’t covered in this FAQ, how should I ask it?
Answer: Please email your question to FFPrAmendments@usda.gov. Answers will be posted to
Grants.gov.
