1. SCOPE AND CLASSIFICATION
1.1 SCOPE
This document covers new, commercially produced, four wheel, two wheel driven, passenger automobiles that are completely equipped for operation. It covers manufacturer’s model year2015 or newer vehicles.
1.2 PURPOSE
The purpose of this document is to achieve a practical degree of standardization within the Federal Government’s automotive fleet and to simplify competitive procurement of vehicles. This Federal Standard establishes general requirements and basic units that are subject to statutory price limitations.
1.3 COVERAGE
This Federal Standard classifies automobiles generally acquired competitively by the Federal Government and does not include all the varieties of the commodity indicated by the title.
The automobiles covered by this standard are listed by standard item numbers.

1.4 FUEL ECONOMY
Agencies are encouraged to use fuel mileage ratings as a factor in the selection of their vehicles.
Miles per gallon ratings for all vehicles of less than 8,500 lb GVWR are available in AutoChoice under the price comparison tab or on the EPA website at www.fueleconomy.gov. Greenhouse gas score information can be found on the EPA website www.epa.gov/greenvehicles.
1.5 STANDARD ITEMS AND OPTIONS
The standard item and the coded additional systems and equipment (options) shall comply with the minimum and detailed requirements specified. The options are additional components, systems, devices, markings, and services that are to be provided and installed. Other special equipment items may be further described in authoritative documents. A minimum requirement cited in the standard or in the procurement document is a “Requirement” to be furnished under the contract.
1.5.1 STANDARD EQUIPMENT PREFERENCES
GSA encourages the reduction and elimination of all hydrofluorocarbon (HFC) refrigerants utilized for HVAC (Air Conditioning) systems and encourages the use of alternative refrigerants to the maximum extent possible in all light duty vehicles procured for Federal motor vehicle fleets.
GSA encourages vendors to provide factory equipped active and passive collision avoidance/safety systems in all light duty vehicles procured for Federal motor vehicle fleets.
1.6 VEHICLES SUBJECT TO STATUTORY PRICE LIMITATIONS
Basic commercial passenger vehicles, completely equipped for ordinary operation and identified by the item numbers listed in the table below, are subject to statutory price limitations pursuant to 31 U.S.C. § 1343. The current statutory price limitations were established in the Consolidated Appropriations Act, 2016, Public Law 114-113, Division E, Title VII, Section 702, (December 18, 2015).
The limits set forth in [Division E, Title VII, Section 702 of Public Law 114-113] do not apply to any vehicle that is a commercial item and which operates on emerging motor vehicle technology, including but not limited to electric, plug-in hybrid electric, and hydrogen fuel cell vehicles. This includes standard items 6E, 8E, 8P, 9E, and 9P. Conventional hybrid electric, and CNG vehicles including standard items 8H, 8N, 9H, and 10H are not exempt and as such, are included in the table.

3. REQUIREMENTS
3.1 DESIGN
The automobiles furnished in accordance with this document shall be the vehicle manufacturer’s current production. The vehicles offered shall be as shown in this Federal Standard and the Standard Item Number in AutoChoice. Vehicles shall be complete with all the necessary operating components and accessories customarily furnished to the general public, whether stipulated herein or not, together with such modification, attachments, and accessories as may be necessary or specified herein to enable the vehicle to function reliably and efficiently in sustained operation. The term “minimum” when used to describe a feature shall mean the item is required.
3.1.1 VEHICLE EQUIPMENT AND ACCESSORIES
Unless otherwise specified, the automobile(s), components, assemblies, and accessories to be delivered under the contract shall be standard or optional commercial automotive products that meet or exceed the requirements specified. They shall comply with all federal, state and local regulations applicable to the specified vehicle on the date of manufacture. All components and optional items shall be as represented in the manufacturer’s current technical and sales data.
Option codes are defined in this standard, or are self-explanatory, as generally used in the automotive industry. Optional and standard equipment ordered shall be installed ready for use, unless otherwise specified.
3.1.2 BASIC VEHICLE
The basic vehicles were established by statute and are subject to price limitations. Basic vehicles shall be equipped as specified in 1.6. Standard and optional equipment described in this standard do not apply to basic vehicles.
3.2 VEHICLE AND COMPONENTS
3.2.1 EMISSION CONTROL SYSTEM
The contractor shall provide the OEM emission control system warranty, which shall be in conformance with applicable regulations of the U.S. Environmental Protection Agency.
3.2.2 BRAKE SYSTEM
All service brakes shall be of the self-adjusting, power assisted type. A four-wheel, antilock brake system shall be furnished.
3.3 DRIVETRAIN
3.3.1 ENGINE
Unless otherwise specified, the supplier shall furnish the vehicle with an engine that meets or exceeds the requirements specified. The engine furnished shall not exceed the number of cylinders specified. When specified that the vehicle will be exported, the manufacturer shall furnish an engine suitable for use at the ultimate destination. When code VDD is specified, the engine shall selectively deactivate cylinders in order to improve fuel economy. When code IE1 is specified, an engine with increased capability shall be furnished. When code SFE is specified, the vehicle shall be equipped with the following equipment designed to increase fuel economy:
aerodynamic wheel covers, active grill shutter, low rolling resistance tires, four-wheel disc brakes, rear spoiler, and 6-speed automatic transmission. When Code OLS is specified, an oil life system shall be provided that visually indicates that an oil change is necessary. The system requires a manual reset each time the oil is changed.
3.3.2 ENGINE COMPONENTS AND SYSTEMS
When specified, the vehicle(s) shall be furnished as indicated: code E85, the engine shall operate on gasoline with up to 85% ethanol.
3.3.3 DRIVING AXLE
When code ATC is specified, the OEM automatic traction control system shall be furnished.
When code AWD is specified, the OEM full time, all wheel drive system shall be furnished.
3.4 SUSPENSION
3.4.1 SUSPENSION AND STEERING
When code AVSC is specified, an automatic vehicle stability control system shall be furnished.
3.4.2 TIRES
Tires shall be of radial design with all season or highway tread. Identical tires shall be furnished for all wheel positions. A Tire Pressure Monitoring System shall be provided.
3.4.2.1 FLAT TIRE PROVISIONS
The OEM’s standard flat tire provisions shall be furnished. The type of provisions shall be specified in AutoChoice.
3.5 BODY
3.5.1 EQUIPMENT
3.5.1.1 STANDARD EQUIPMENT AND ACCESSORIES
Except as identified in vehicles subject to statutory price limitations, each vehicle shall be equipped with, but not limited to, the following: driver and passenger front air bags; air conditioning; power windows and locks; cruise control, tilt steering; interior lighting (dome); dual sun visors; dual outside mirrors; non-glare day and night type inside mirror; multi-speed, intermittent dual electric windshield wipers and washers; rear window defroster; hubcaps, wheel covers, or cast wheels; headliner; floor carpet including carpeted mats for front and rear seating areas; trunk floor covering (carpet/mat); all tinted glass windows when available; electric power outlet; keyed driver's door lock, and two sets of keys/fobs. Provisions for mounting front and rear license plates shall be provided. License plate brackets shall be furnished when available from the OEM. 41 CFR 102-34 requires the display of official U.S. Government license plates on the front and rear of all Government motor vehicles unless otherwise exempt, regardless of state motor vehicle requirements.
3.5.1.2 OPTIONAL EQUIPMENT AND ACCESSORIES
When the following optional equipment codes are specified, the manufacturer shall provide the vehicle with the OEM chassis equipment specified. Equipment codes may be specified as GSA minimum requirements for the standard item number or may be specified as GSA orderable options for the standard item number. All equipment codes do not apply to all standard items numbers.
3.5.1.2.1 CODE “ACC”, ADAPTIVE CRUISE CONTROL
ACC- Adaptive Cruise Control. When code “ACC” is specified; an OEM installed adaptive cruise control system shall be furnished. The system shall include the speed maintenance and control capabilities of a standard cruise control system, and utilize on-board sensors to adjust the speed of the vehicle based on the speed and position of the vehicles ahead.
3.5.1.2.2 CODE “AEB”, AUTONOMOUS EMERGENCY BRAKING-COMPLETE STOP
When code “AEB” is specified; an OEM installed autonomous emergency braking system shall be furnished. The system shall provide active, auto-applied braking, independent of the driver. The system shall be capable of bringing the vehicle to a complete stop to avoid a forward collision.
3.5.1.2.3 CODE “AEB1”, AUTONOMOUS EMERGENCY BRAKING TO LOW SPEED
When code AEB1 is specified; an OEM installed autonomous emergency braking system shall be furnished. The system shall provide active, auto-applied braking, independent of the driver, capable of bringing the vehicle to a low speed to avoid a forward collision.
3.5.1.2.4 CODE “CPT”, CUSTOM PAINT
When code CPT is specified, one of the manufacturer’s additional cost paint colors shall be furnished.
3.5.1.2.5 CODE “FFRS”, FOLD FLAT REAR SEAT
When code FFRS is specified, a rear seat that folds flat to create extended trunk space shall be furnished.
3.5.1.2.6 CODE “HB”, HATCHBACK
When code HB is specified, a hatch back body style shall be furnished.
3.5.1.2.7 CODE “LDAS”, LANE DEPARTURE WARNING WITH ACTIVE STEERING
When code LDAS is specified; an OEM installed Lane Departure Warning system with Active Steering shall be furnished. The system shall provide active, auto-applied steering input, independent of the driver, to stay within lane.
3.5.1.2.8 CODE “LCA”, LANE CHANGE ASSIST
When code “LCA” is specified; an OEM installed Lane Change Assist system shall be furnished.
The system shall monitor the lanes adjacent to the vehicle, and notify the driver of an unsafe lane change maneuver when the lane change signal is activated. The system shall feature a display, in or near the exterior side mirrors that will notify the driver of adjacent vehicles. The system may also include acoustic, and other non-optical driver notification methods.
3.5.1.2.9 CODE “LDW”, LANE DEPARTURE WARNING SYSTEM
When LDW is specified; an OEM installed lane departure warning system shall be furnished. The system shall provide a passive lane departure warning (without active steering or braking input), such as indicator lights, chimes, vibrations, or other signals to the driver.
3.5.1.2.10 CODE “FCAS”, FRONT COLLISION ALERT SYSTEM
When FCAS is specified; an OEM installed forward collision alert system shall be furnished. The system shall provide a passive collision alert warning (no actual steering or braking input), such as indicator lights, chimes, vibrations, or other signals to the driver.
3.5.1.2.11 CODE “SRO”, REVERSE OBSTACLE SENSOR
When Code SRO is specified, a reverse obstacle sensor shall be provided.
3.5.1.2.12 CODE “OS”, ON STAR SYSTEM
When Code OS is specified, OnStar system or equal hardware and a subscription for three years from the date of delivery shall be provided. Option is available in the 48 contiguous states.
Remote system services may include automatic notification of airbag deployment, stolen vehicle tracking, emergency services, roadside assistance, door unlock, horn and lights, and vehicle diagnosis.
3.5.1.2.13 CODE “PAFR”, PARKING ASSIST FRONT AND REAR
When code PAFR is specified; an OEM installed parking assist system, for both rear and front, shall be furnished. The parking assist system shall provide passive parking assist (no actual steering or braking input), such as indicator lights, chimes, vibrations, or other signals to the driver.
3.5.1.2.14 CODE “PSM”, PARTS AND SERVICE MANUALS
When code PSM is specified, the publications furnished shall be printed documents. The publications will be shipped separately from the vehicle to the consignee mailing address as shown on the Motor Vehicle Delivery Order.
3.5.1.2.15 CODE “PSME”,ELECTRONIC PARTS AND SERVICE MANUALS
When code PSME is specified, the publications shall be electronic (CD, USB flash drive, or web-based).
3.5.1.2.16 CODE “PSMA”, AIR FORCE PARTS AND SERVICE MANUALS
When code PSMA is specified, the following shall be provided in a complete package:
The Contractor/Vendor shall provide two (2) complete sets of manuals (1 paper and 1 electronic) to include, operators, parts and service manuals to the U.S. Air Force Program Office at the address listed below. Manuals shall be for the complete vehicle and include any mounted or accessory equipment. The data formats shall be paper (printed), and electronic (CD ROM). Those files provided in electronic format must be complete and assembled separately in a “print on demand” format such that a bound paper copy can be produced and provided with no security restrictions (unlocked). No “auto run” or “executable files” are acceptable.
For each set of manuals, the Contractor/Vendor shall provide one copy of Form DD250 Material Inspection and Receiving Report available at http://www.dtic.mil/whs/directives/forms/eforms/dd0250.pdf to the U.S. Air Force Program Office at the below listed address.
All data shall be supplied in accordance with DFARS clause 252.227-7015 TECHNICAL DATA— COMMERCIAL ITEMS (FEB 2014). The Contractor/Vendor shall provide the U.S. Air Force Program Office at the address listed below a Government Purpose License Agreement to allow the reproduction of the data they supply in agreement with the above referenced DFARS clause.

3.5.1.2.17 CODE “SBAS”, SEAT BELT ALERT SYSTEM
When code SBAS is specified; an OEM installed seat belt alert system shall be furnished. The system shall function as an ignition interlock, not allowing the vehicle to start, unless the seat belt is fastened. The system shall also include an audible warning, separate from the standard seat belt warning chime.
3.5.1.2.18 CODE “SIAB”, SIDE-IMPACT AIRBAGS
When code SIAB is specified, side-impact air bags shall be furnished for the front seat passengers.
3.5.1.2.19 CODE “SRS2”, SIDE SUPPLEMENTAL RESTRAINT SYSTEM
When code SRS2 is specified, side-impact air bags shall be furnished for the rear seat passengers.
3.5.1.2.20 CODE “TLM”, TELEMATICS-OEM INSTALLED WITH SUBSCRIPTION
When TLM is specified; an OEM installed telematics system including activation subscription shall be furnished. The system shall collect and transmit vehicle diagnostics to include fuel consumption, emissions, maintenance, utilization, idling, speed, and location data from the vehicle systems. The minimum subscription term shall be three (3) years.
3.5.2 SEATS
Seats shall be as specified. All split front and bucket seats furnished (standard or optional) shall be individually adjustable for legroom
3.5.3 UPHOLSTERY
Unless otherwise specified, the seat upholstery shall be cloth type.
3.5.4 PAINT AND FINISH COLOR
Unless otherwise specified, vehicle’s exterior shall be one of the manufacturer’s available standard production colors selected by the customer at the time the order is placed.
3.5.5 BODY STYLE
The vehicle body style shall be as specified.
3.6 STANDARD AND ADDITIONAL REQUIREMENTS
3.6.1 EXPORT VEHICLES
Export vehicle(s) shall conform to applicable safety standards of U.S.A. Shipping instructions shall be in accordance with the contract.
3.6.2 PREDELIVERY INSPECTION AND SERVICING
Prior to the acceptance of the vehicle(s), the contractor, at his plant or at an authorized dealership of the same make, shall perform final pre-delivery inspection. This inspection shall include the pre-delivery servicing, lubricating, adjustments, appearance cleaning, and make-ready to use and operate the vehicle and the furnished contracted equipment. The pre-delivery servicing shall be performed in accordance with the vehicle manufacturer’s prescribed procedures. Servicing shall comply with the ambient temperatures and conditions applicable with the route of transport and the consignee’s ultimate destination and area of operation. Dealer shall not affix any dealer identification items such as decals, plates, logos, or other advertising material to the vehicle.
3.6.3.1 CODE “CNS” CONSIGNEE DELIVERY
When consignee (direct) delivery, code CNS is specified, the contractor shall deliver the vehicle to the consignee delivery address designated on the Motor Vehicle Delivery Order.
Per FSS 290 (Apr 1984) entitled: Delivery Hours - "Where prices are quoted and accepted on a destination basis, delivery shall be performed between the hours of 8:00 AM and 4:30 PM, Monday through Fridays, holidays excluded," all vehicles shall be delivered to the consignee Monday through Friday between the hours of 8:00 AM and 4:30 PM, excluding Federal Holidays.
The consignee is responsible for:
a. The predelivery inspection and servicing normally provided by the dealer during the standard dealer delivery process.
b. Notifying the contractor of the delayed delivery date and the in-transit mileage accumulation if applicable.
c. In the presence of the delivering driver, immediately inspecting the vehicle for damage, abuse, loss or theft that may have occurred during transit. Any such findings should be accurately described on the delivery receipt the driver presents for signature. If the vehicle(s) are covered with snow, ice or dirt so as to prevent a complete inspection at the time of delivery, this is to be noted on the delivery receipt. The driver is required to acknowledge any notification on the delivery receipt by signature.
d. Notifying the contractor of any damages or shortages found within 24 hours.
e. Obtaining local safety and emission testing that may be required.
Items normally installed by the dealer as part of the predelivery servicing shall be shipped in the vehicle. The consignee will be responsible for installing these items.
The fuel tank(s) shall be filled with a minimum of 3 gallons of fuel.
The vehicle(s) must be accepted wheels on ground.
3.6.3.2 DEALER DELIVERY
Unless otherwise specified, dealer delivery is required. The contractor shall have the final pre-delivery inspection and servicing performed at an authorized dealer of the same make nearest to the destination. Following pre-delivery servicing, the dealer shall notify the person/office designated on the Motor Vehicle Delivery Order that the vehicle is ready for pickup. When dealer delivery is specified, the fuel tank(s) shall be filled to at least the quarter full mark on the fuel gauge.
It is the consignee’s responsibility to furnish license plate(s) for the vehicle. The vehicle cannot be removed from the dealer under its own power without license plates.
3.6.4 WORKMANSHIP
Vehicles shall be free from defects that may impair their operation, safety, emissions, and serviceability, or detract from appearance.
3.6.5 OPERATORS’ MANUALS
The manufacturer shall furnish with the vehicle at least one copy of all warranty information and handbooks for the vehicle and any special equipment furnished with, or as a part of, the vehicle.
The handbooks shall include as a minimum the vehicle operator’s manual, vehicle maintenance handbook, and special equipment handbook.
3.6.6 CERTIFICATE OF ORIGIN OR BILL OF SALE
The manufacturer’s Certificate of Origin or Bill of Sale for each vehicle procured shall be provided to the purchasing agency. The front of the document shall show the applicable RPN number shown on the Motor Vehicle Delivery Order. Non-OEM re-sellers must re-assign the document to the purchasing agency listed in the Consignee Mailing Address shown on the Motor Vehicle Delivery Order. The document shall be forwarded to the Consignee Mailing Address shown on the Motor Vehicle Delivery Order prior to shipment. Vehicle title/registration and safety/emission tests are the responsibility of the requisitioning agency.
3.6.6.1 IDENTIFICATION OF VEHICLES
The Contractor must show the applicable RPN number on the carrier's freight bill or other document used in the delivery of vehicles awarded FOB destination. This information is essential to the consignee for identification purposes. Vehicles will not be accepted by the Government without this identifying number.
3.7 WARRANTY
3.7.1 BASIC COMPREHENSIVE WARRANTY COVERAGE
The contractor shall provide the vehicle manufacturer’s basic whole vehicle warranty. The minimum length of the warranty shall be for 3 years/36,000 miles and shall cover the entire vehicle (bumper to bumper). Some components will have additional warranties. Specific warranty terms and conditions are available from the manufacturer.
NOTE: Some manufacturers offer basic whole vehicle warranties in excess of the required minimum. This information can be found in AutoChoice.
3.7.1.1 BASIC CORROSION AND POWERTRAIN WARRANTY COVERAGE
Manufacturer's corrosion and powertrain coverage periods can be found in AutoChoice.
3.7.2 AIR POLLUTION CONTROL
The vehicle and engine shall conform to 40 CFR Subchapter C-Part 86 - “Control of Emissions from New and In-use Highway Vehicles and Engines", as evidenced by an EPA certificate of compliance. Vehicles shall also comply with all pollution control requirements for the state of final destination. Certificates of compliance shall be made available upon request.
3.7.3 DOMESTIC USE
When vehicles are used within the fifty States of the United States, the District of Columbia, Puerto Rico, American Samoa, Guam, the Republic of Palau, the Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, and the Virgin Islands, the warranty shall include furnishing, without cost to the Government (FOB contractor’s nearest dealer or branch to vehicle’s location or station), of new parts and assemblies to replace any that failed or malfunctioned within the warranty period. The Government may elect to have the corrective work performed at the contractor’s plant, branch, or dealership; or with the contractor’s approval, at a commercial or Government repair facility. The cost of the labor involved in the replacement of the failed or malfunctioned parts or assemblies shall be borne by the contractor.
3.7.4 FOREIGN USE
When vehicles are used outside the fifty States of the United States, the District of Columbia, Puerto Rico, American Samoa, Guam, the Republic of Palau, the Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, and the Virgin Islands, the warranty shall include the furnishing of new parts or assemblies to replace any returned to the contractor by the Government which failed or malfunctioned within the warranty period. The replacement parts or assemblies shall be delivered by the contractor to the port of embarkation in the United States designated by the Government. The contractor is not required to bear the cost of the labor involved in correcting defects in vehicles operated in foreign countries.
3.7.5 WARRANTY EXTENSIONS
If the contractor receives from any supplier or subcontractor additional warranty coverage on the whole or any component of the vehicle, in the form of time and/or mileage including any pro rata arrangements, or the contractor generally extends to its commercial customers a greater or extended warranty coverage, the Government shall receive corresponding warranty benefits.
4. QUALITY ASSURANCE PROVISIONS
4.1 RESPONSIBILITY FOR INSPECTION
Unless otherwise specified in the contract or delivery order, the contractor is responsible for the performance of all inspection requirements specified herein. The contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any inspections deemed necessary to assure that supplies and services conform to prescribed requirements.
4.2 CLASSIFICATION OF INSPECTIONS
The purchaser shall specify the inspection(s) required for each vehicle. The inspections are classified as follows:
a. Source inspection.
b. Destination examination.
4.2.1 SOURCE INSPECTION
When specified, vehicles shall be inspected on completion, visually, and by examination of documentation and data books, by the Government prior to shipment from manufacturer’s assembly plant or subcontractor’s facility, to determine compliance to the contract requirements.
4.2.2 DESTINATION EXAMINATION
When specified, the contracted vehicle(s) shall be examined at its destination. The vehicle(s) shall be visually examined to determine compliance to the contract requirements and include the operational checks specified. Vehicle failures, defects, and/or shortcomings may be accepted subject to correction by the contractor/manufacturer of those points.
4.2.2.1 OPERATIONAL CHECKS
Operational checks shall cover all controls, systems, and devices, doors, windows, accessories, and road testing of the completed vehicle. Vehicle shall be driven at various speeds, brakes tested for dependability, vehicle checked for rattles, squeaks, and compliance to predelivery inspection and servicing.
4.3 GOVERNMENT VERIFICATION
Quality assurance operations performed by the contractor will be subject to Government verification at unscheduled intervals. Verification will consist of observation of the operations to determine that practices, methods, and procedures of the contractor’s inspection are being properly applied. Failure of the contractor to promptly correct product deficiencies discovered shall be cause for suspension of acceptance until correction has been made or until conformation of product to specification criteria has been demonstrated.
4.4 PRODUCT CONFORMANCE
The products provided shall meet the salient characteristics of this standard, conform to the manufacturer’s own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial market.
5. PACKAGING
5.1 PREPARATION
Unless otherwise specified, the vehicle shall be packaged for mobile delivery in accordance with the supplier’s standard commercial practice, ensuring carrier acceptance and safe delivery to destination in compliance with regulations applicable to the mode of transportation.
6. NOTES
6.1 ORDERING DATA
This standard reflects information on commercially available automobiles which have been segregated into classes to provide for competitive acquisition. This information is reflected as side-by-side model comparisons on the General Services Administration's website.
Requisitioners must use the AutoChoice web site accessible at: www.gsa.gov/automotive to select vehicles, colors, and delivery options.
The following codes are used to identify the availability of options in the Federal Vehicle Standard:
a) S= Standard
b) SA= Stand Alone
c) PKG= Package (includes, requires or excludes other options)
d) N/A= Not Available
6.2 DEVIATION FROM FEDERAL STANDARD NO. 122
An agency requesting vehicle(s) and other systems or equipment not identified in the Federal Vehicle Standards should consult with the Contract Specialist for the assigned commodity to determine availability. All system/equipment not identified in the standards is reviewed by GSA Engineering to determine the appropriate application.
6.3 ENERGY POLICY REQUIREMENTS
The fleet fuel economy average of passengers automobile(s) acquired by an Executive Agency must meet or exceed the average fuel economy standard for the appropriate model year, under Executive Order 12375, dated August 4, 1982 (see FPMR 101-38.104, Fuel efficient passenger automobiles and light trucks).
