Statement of Work
(FERCCA Case Processing)
1.1 Purpose
The Federal Erroneous Retirement Coverage Corrections Act (“FERCCA”) addresses retirement coverage errors and gives individuals choices between coverage that they were assigned by the employing agency and the coverage they were legally entitled by law or regulation. These choices are available to affected employees, retirees, and survivors of deceased employees and annuitants who would have had choices if they had still been living. Most individuals will have choices of alternative retirement coverage and the benefit of special FERCCA entitled rules providing for such benefits as Thrift Savings Plan (“TSP”) make-up contributions, service credit using an actuarial reduction in lieu of paying a deposit or redeposit for refunded service, and retroactive Social Security wage credits.
The U.S. Postal Service (“USPS”) requires support in the processing of FERCCA cases, including the counseling for individual employees who have certain election options under FERCCA. The proposed work will be to perform the functions and activities necessary for receiving, handling, verifying, and storing data, and counseling, and reporting established activities to USPS to support the project.
