About this file
This document is a Request for Information (RFI) issued by the Federal Emergency Management Agency (FEMA) to solicit market research information from industry regarding the provision of an Intelligent Virtual Agent (IVA) system to support FEMA's COVID-19 Funeral Assistance program and other disaster response efforts.

FEMA is looking for the contractor to provide and support software that assists FEMA in responding to inquiries from COVID-19 Funeral Assistance applicants, and to duplicate or customize the existing COVID funeral IVA system to support the continuance of the COVID-19 Funeral Assistance program and other disaster-related response in both English and Spanish. The CFNRL IVA system is required to operate 24/7, 365 days a year, with the capacity to handle up to 18,000 calls per month and be scalable to handle surges. Interested vendors are requested to submit their capability statements by April 19, 2024. No contract will be awarded as a result of this RFI.

BACKGROUND
FEMA staff receive phone calls from COVID-19 Funeral Assistance (CFNRL) applicants daily.
It is critical that FEMA can effectively handle and respond to callers in a timely manner. To ensure this is possible, FEMA relies heavily on software to assist with this function. To support this effort the Individual Assistance Individual and Households Program (IA IHP) worked with the incumbent to set up and configure an Intelligent Virtual Agent (IVA) for the COVID funeral assistance program (CFRNL). The CFRNL IVA system allows FEMA to handle high call volumes, quickly respond to any questions or requests that the caller may have and route the caller to an agent for assistance when appropriate. By utilizing the CFNRL IVA, FEMA can ensure that applicants receive critical assistance quickly and live agents are able to effectively handle and respond to callers in a timely, professional, and efficient manner when required.
PROJECT SCOPE/DELIVERABLES
FEMA requires the Contractor to provide and support software that assists FEMA to respond to inquiries from CFNRL applicants and to duplicated or customize the existing COVID funeral IVA system (CFNRL IVA) to support the continuance of the COVID-19 Funeral Assistance program and other disaster related response in both English and Spanish. The CFNRL IVA system is to operate 7 days a week, 24 hours a day, 365 days a year. It has the capacity to handle up to 18,000 calls a month and is scalable if needed to handle a surge of calls. Tasks may include systems and application modifications, including:
• Software Programming
• Software Testing
• User Acceptance Testing (UAT) with FEMA staff
