1. Purpose

Lowest Price Technically Acceptable Acceptable/Unacceptable Criteria and Evaluation Plan

This plan will be used to establish the evaluation criteria to determine technical acceptability of offeror proposals and establishes a controlled and impartial means of evaluating proposals for the subject solicitation. The contract will be awarded to the proposal that submits the lowest price technically acceptable bid while meeting or exceeding the standards set for non-price factors.

2. Evaluation Factors

The non-price factors to be evaluated are as follows:

Factor
Name
1
Technical Capabilities/Experience
2
Past Performance
3
Price

The Government will conduct a technical evaluation on the submitted proposals using the two non-price technical factors listed above, assigning a rating of Acceptable or Unacceptable. It is the Government’s intent to award the contract to the offeror whose proposal has the lowest price after determining technical acceptability for all two evaluation factors (i.e., the offeror’s proposal must receive a rating of Acceptable for all three factors).

3. Evaluation Standards: Each factor and/or sub-factor will be assigned a rating of Acceptable or Unacceptable. In order to be considered technically acceptable, the proposal must be technically acceptable (Acceptable) at each factor. An unacceptable rating (Unacceptable) at any one factor makes the entire proposal unacceptable.

Factor 1: Experience

Evaluation Criteria: Offeror must demonstrate the firm’s experience in completing the tasks detailed in the SOW.

Acceptability Standard (Acceptable):

· Offeror shall submit at least three projects on hauling and installing of travel trailers where the offeror was the prime contractor and where the work performed was similar in scope to the work required under this solicitation. All work must have been completed within the last 3 to 5 years.

Factor 2: Past Performance

Evaluation criteria: Offeror’s past performance record demonstrates satisfactory performance on at least three projects (within the past 3 to 5 years) similar in scope to the work described in this solicitation. Any proposal which does not demonstrate satisfactory performance on at least three projects (within the past 3 to 5 years) similar in scope to the work described in this solicitation will not be considered technically acceptable.

Acceptability Standard (Pass):

· Offeror must deliver a past performance questionnaire to solicitation from the customer which demonstrates on-time or better delivery for previous or ongoing work for at least three travel trailers haul & install projects similar in scope to the work described in this solicitation within the last 3 to 5 years.

· Past performance questionnaire(s) must reflect that work performed in the past 3 to 5 years was satisfactory or better, as well as indicate a specific rating of satisfactory or better on meeting the performance schedule.

NOTE: An offeror without relevant past performance, or for whom information on past performance is not available, will be given a neutral rating.

The Government may also use past performance information obtained from sources other than those identified by the offeror. Information may be obtained from the Past Performance Information Retrieval System (PPIRS) (http//www.ppirs.gov). PPIRS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems and is sponsored by the DoD E-Business Office and administered by the Naval Sea Logistics Center Detachment Portsmouth.
