2 Background The Post Katrina Emergency Management Reform Act (PKEMRA) directs the Federal Emergency Management Agency (FEMA) to develop an efficient, transparent, and flexible logistics system for procurement and delivery of materials and services necessary for an effective and timely response and recovery, and for real-time visibility of items at each point throughout the logistics system (Public Law 109-295-Oct 4, 2006; Sec. 636, Logistics). PKEMRA also requires actions to improve and ensure Agency information technology (IT) systems has capabilities to track disaster response personnel, mission assignments, task orders, commodities, and supplies (Sec. 640, Improvements to Information Technology Systems).

The Federal Emergency Management Agency's (FEMA) Logistics Systems Division (LSD) is responsible for providing key asset and commodity tracking, supply chain visibility, accountability for inventory management, and deployment and distribution of critical disaster assets and commodities when needed during an emergency nationally and abroad. Logistics Systems Division also provides the capability for Transportation Service Providers (TSP) to upload documents for FEMA review and approval, allows FEMA staff to schedule and book transportation for assets and commodities with FEMA-Approved TSPs, and allows completed transportation moves to be promoted for payment through a third party vendor.
