Summary of Fellows Park Contract Documents and Specifications

This is a contract document package for the City of Scranton, Pennsylvania, for playground improvements at Fellows Park (Project #1037926.000). The project involves site work improvements including site clearing, earthwork, exterior improvements, utilities, erosion and sediment controls, and landscape installation. Bidders must submit sealed bids online through the City's e-Procurement Portal by 10:00 a.m. on Monday, August 31, 2026, with bids to be opened publicly in City Council Chambers. Bidders are required to register on the portal, follow the project to receive addenda notifications, and submit all documentation through the system. The contract documents include detailed specifications organized into divisions covering procurement and contracting requirements, existing conditions, earthwork, exterior improvements, and utilities. Bidders must demonstrate qualifications by submitting completed AIA Document A305 Contractor's Qualification Statements with evidence of financial standing, technical ability, past performance on no fewer than five similar projects completed within the past three years, and integrity and ethics compliance. The owner reserves the right to reject any or all bids and reserves the right to waive irregularities if deemed in the City's best interest.

Bid security in the amount of ten percent of the bid must accompany all submissions. After contract award, the successful bidder must furnish performance and payment bonds in 100 percent of the contract value within three days of contract execution, along with a one-year maintenance bond in the amount of 10 percent of the awarded contract value and a separate 18-month landscape warranty bond covering 100 percent of plant installation costs. The contractor must maintain comprehensive general liability insurance, workers' compensation insurance, and automobile liability coverage with the City of Scranton and Barry Isett & Associates, Inc. named as additional insureds. The project is subject to the Pennsylvania Prevailing Wage Act, requiring compliance with wage determinations by the Secretary of Labor and Industry, and is also subject to the Steel Products Procurement Act, limiting use of foreign steel products. All contractors and subcontractors must comply with E-Verify employment verification requirements for new hires and must submit weekly wage certifications. The contract documents indicate Davis Bacon Wage Rates apply, and the project must comply with the Pennsylvania Construction Code (2015 International Codes) and the Americans with Disabilities Act.

Documents, is accepted.
