About this file
This is a Federal Tax Liability and Recent Felony Conviction Certification form required for the City of Gainesville's Regional Transit System (RTS) Solar Canopy for Employee Parking Lot project in Florida. The certification document must be completed, signed, and uploaded with all bid submittals, with failure to do so resulting in automatic disqualification. The RFP was released on October 20, 2025, with responses due by December 2, 2025, at 3:00 pm, and potential oral presentations scheduled for December 16, 2025. The project involves designing and constructing a 1,058 kW DC photovoltaic panel system covering approximately 470 parking spaces across 207,000 square feet, with a total project budget of $4.3 million and a Permission to Operate deadline of January 30, 2027.
Through this certification, contractors attest that they have no unpaid Federal tax liabilities that have been assessed and for which all judicial and administrative remedies have been exhausted or lapsed, and that they were not convicted of any felony criminal violation under Federal law within the preceding 24 months. Contractors are required to flow this certification requirement down to all subcontractors and lower-tier participants regardless of subcontract value. The project is funded through a total budget of $4,490,000, with $4,265,000 allocated for purchase, installation, and first-year annual maintenance, and $225,000 for workforce training. Bidders must be currently listed in the Florida Unified Certification Program (UCP) Disadvantaged Business Enterprise Directory maintained by the Florida Department of Transportation (FDOT) and must comply with Federal Transit Administration requirements, Buy America provisions, and Davis-Bacon wage standards.
