Federal Tax Liability and Recent Felony Conviction Certification

This is a certification document required for the City of Gainesville's Regional Transit System solar canopy project, a $4.3 million design and construction initiative for a photovoltaic panel system covering approximately 470 parking spaces across 207,000 square feet. The certification must be completed, signed, and uploaded with the proposal submittal by the December 2, 2025, deadline at 3:00 pm, with failure to provide this document resulting in automatic disqualification. The project involves installing a 1,058 kW DC PV panel system to generate renewable power for RTS facilities, reduce utility costs, and provide shade for parked vehicles, with Permission to Operate required by January 30, 2027.

The contractor certifies that it does not have any unpaid federal tax liabilities that have been assessed and are not being paid in a timely manner pursuant to an agreement with the authority responsible for collection, and was not convicted of any felony criminal violation under federal law within the preceding 24 months. The contractor must require all subcontractors to provide this same certification and flow this requirement down to all participants at lower tiers without regard to subcontract value. This certification requirement is part of the comprehensive federal compliance obligations for the project, which include Federal Transit Administration requirements, Buy America provisions, Davis-Bacon wage standards, and Disadvantaged Business Enterprise participation mandates with the total project budget strictly capped at $4,490,000.
