About this file

This is a Federal Required Certification document applicable to the City of Pasadena Public Works Department's contract opportunity for authorized All American Pressure Washer Service, Repair, Parts & Accessories in California. The certification pertains to lobbying compliance requirements under 44 C.F.R. Part 18 and applies to contractors seeking to provide authorized service, repair, and original equipment manufacturer parts for All American Cleaning Systems pressure washers on an as-needed basis throughout Fiscal Year 2027. The vendor solicitation is an informal procurement intended to establish an ongoing service relationship for the City's Building Systems and Fleet Management Division.

The certification requires the contractor's authorized official to attest that no federal appropriated funds have been or will be paid to influence federal officials, members of Congress, or congressional employees in connection with the contract award. If non-federal funds are used for lobbying purposes, the contractor must submit Standard Form-LLL disclosing such activity. The contractor must include identical certification language in all subaward documents and require subrecipients to certify and disclose accordingly. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 per failure. The contractor's signature on this certification constitutes a material representation of fact and submission is a prerequisite for contract execution. The provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to this certification.
