About this file
This is a Federal Required Certification document applicable to a Landscape Equipment Repair and Maintenance contract opportunity with the California Department of Parks, Recreation and Community Services - Parks Division. The certification pertains to federal lobbying requirements under 44 C.F.R. Part 18 and must be signed and submitted by the contractor's authorized official as a prerequisite for contract award. The contract seeks a vendor to provide general landscape equipment repair and maintenance services, with pricing valid from July 2026 through June 2027. Bidders must submit complete pricing on all line items to be deemed responsive; incomplete bids will be ruled unresponsive and ineligible for consideration.
The certification requires contractors to affirm that no federal appropriated funds have been or will be used to influence government officers or members of Congress in connection with this contract. If non-federal funds are used for lobbying purposes, contractors must submit Standard Form-LLL. Contractors must also ensure this certification language is included in all subaward documents and that subrecipients provide equivalent certifications. Failure to file the required certification subjects contractors to civil penalties ranging from $10,000 to $100,000 for each violation. Award will be based on lowest price, and all submissions are subject to the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements.
