About this file
This is a Federal Required Certification document related to a water quality laboratory autoclave procurement by Pasadena Water and Power (PWP) in California. The certification pertains to lobbying activity disclosures required under 44 C.F.R. Part 18 and 31 U.S.C. Section 1352. PWP is seeking to procure a new water quality laboratory autoclave through a competitive bid process with proposals due December 16, 2025, at 3:00 pm. The autoclave must meet specific technical requirements including a minimum chamber size of 20" x 20" x 38", a built-in electric steam generator, and the capability to reach 121.0°C at 15 PSI. The procurement includes furnishing, delivery, engineering for seismic anchoring, complete site installation at 245 W. Mountain Ave. in Pasadena, and an annual service contract. The initial contract term is one year from the date of execution with potential for extension.
Contractors must submit electronic proposals through the City's eProcurement Portal and provide documentation including a California Civil Engineer License and Department of Industrial Relations registration. Evaluation criteria will prioritize the lowest Grand Total Price while considering responsiveness, vendor qualifications, and ability to meet technical specifications. Bidders are required to comply with prevailing wage laws, equal employment requirements, and non-collusion regulations, and must execute the Federal Required Certification regarding lobbying activities. This certification mandates that no federal appropriated funds have been or will be paid to influence federal officers or Congress members in connection with this contract, and certifies that any non-federal funds used for lobbying purposes will be disclosed on Standard Form-LLL. Contractors who fail to submit the required certification face civil penalties ranging from $10,000 to $100,000. No incumbent vendor has been identified, and no specific budget range is publicly stated, though the procurement encompasses multiple line items suggesting a significant investment in laboratory equipment upgrades.
